CRIMINAL ACTIVITIES/ARRESTS: Dec 25 - 31, 2005


MAN ARRESTED FOR SEXUAL ASSAULT ON A WOMAN AFTER THEY MET THROUGH A LOCAL DATING SERVICE:
It is alleged that: the accused and the victim initially met through a local dating service back in October and dated several times during the following months. On December 21st the victim invited the accused over to her home at which time the accused forced himself on the victim and had sexual relations with her. The victim left as soon as she was able and attended a nearby hospital and then reported the matter to police. Late in the day on December 24th officers located the accused at his residence and placed him under arrest for sexual assault and took him to 12 Division where he was held in custody pending a bail hearing.

THREE MEN ARRESTED ON DRUG CHARGES AFTER STING OPERATION ON ST. CLAIR AVENUE RESTAURANT:
It is alleged that: the three accused were arrested after plain-clothes officers purchased a quantity of cocaine from the three involved parties at a local ‘jerk chicken’ restaurant located on St. Clair Avenue West. Two of the men were found to have large quantities of cocaine on them when arrested and the third accused was found to have a large amount of cash concealed on him as well. All three were taken to 12 Division where they were charged accordingly with numerous drug related offences and held in custody pending mandatory bail hearings.

ANOTHER MAN ARRESTED ON DRUG CHARGES AFTER HE TRIES TO LIGHT UP HIS CRACK PIPE WITH A STOLEN LIGHTER:
It is alleged that: the accused entered a local variety store and took a lighter and tried to light his crack pipe in front of the store owner. An argument ensued and the accused attacked the owner punching and kicking him several times before a store patron intervened who was also assaulted. The accused threatened to kill the owner when he saw him calling police while he was fighting with the other man and then ran off with the lighter still in hand. Officers from 12 Division attended and after obtaining a brief description were able to locate the accused in a nearby park and placed him under arrest. When searched he was found to have a quantity of cocaine on his person as well as some ammunition. Further investigation revealed that the accused was already out of jail on numerous probation orders with a prohibition not to possess any ammunition. He was taken to the station where he was charged with numerous offences and held in custody pending yet another mandatory bail hearing.

YOUNG MAN ARRESTED ON NUMEROUS WARRANTS AFTER HE ASSAULTS GIRLFRIEND OVER WHO SHOULD CARVE THE TURKEY:
It is alleged that: the accused and his girlfriend became embroiled in a dispute over who should carve the turkey during which time he threatened to smash her face in. Fearing the threat she called police who attended their home at which time they discovered that the accused had assaulted the victim several days before leaving a still dark bruise on her shoulder. Further investigation by the officers revealed that the accused was wanted on several outstanding warrants for failing to appear for court, assault and drug charges. The accused was taken to 12 Division where he was charged accordingly and held in custody pending yet another mandatory bail hearing.

MAN ARRESTED WHEN HE ENTERS LOCAL RESTAURANT BEGINS YELLING & SWEARING AT PATRONS & STAFF TO GET OUT:
It is alleged that: the accused entered a Davenport Road restaurant where he immediately started yelling at everyone inside to leave and starting swearing when they did not move. Police were called and arrested the man who when searched was found to have a quantity of cocaine on him and further that he was out on probation from previous drug charges. The accused was taken to 12 Division where he was charged accordingly and held in custody pending a mandatory bail hearing.

MALE ARRESTED AFTER HE SLAPS OFFICER’S HAND AFTER BEING STOPPED FOR DRINKING AND DRIVING:
It is alleged that: the accused was stopped by two 12 Division officers in relation to several Highway Traffic Act offences that he had committed. During the stop it was noted that he had been drinking to which he admitted that he had had a few and a roadside test was administered where he blew a warning. One of the officers then went to serve the tickets on the accused at which time he slapped the officer’s hand knocking the tickets to the ground. As a result he was then arrested for assault and placed in the rear of the police car. After a very short period of time he became even further enraged and kicked out a rear window of the car. He was then transported to the station where he was charged accordingly and held in custody pending a mandatory bail hearing.

TWO MEN ARRESTED FOR POSSESSION OF DRUGS AND WEAPONS AFTER A SEARCH WARRANT IS EXECUTED:
It is alleged that: the two accused were found to be in possession of both cocaine and marijuana, a large quantity of cash as well as a Taser gun and a prohibited type of knife. Both men were stopped by officers as they left an address named in a search warrant that they were about to enter. The two were placed under arrest and taken to 12 Division where they were charged accordingly and held in custody pending a mandatory bail hearing.

YOUTH ARRESTS:

15 YEAR-OLD YOUTH ARRESTED AFTER HE PUNCHES HIS MOTHER IN THE FACE AND THEN LOCKS HER IN BEDROOM:
It is alleged that: the accused mother came home and found the accused youth having sex with a young female and an argument ensued. The accused then punched her in the face and when she fled to her room the son locked her in and prevented her from leaving. The victim (mother) eventually got out and called police reporting the assault. Officers from 12 Division eventually caught up with the accused at which time he punched and kicked them in an unsuccessful attempt to evade arrest. He was arrested and taken to the station where he was searched and several small bags of marijuana were found on him and subsequently seized. Charges were laid and he was held in custody pending a mandatory bail hearing.

ENFORCEMENT ACTIVITIES:

Uniformed officers have been patrolling in various areas within 12 Division that have been identified by way of resident-based complaints. To date, numerous arrests have occurred and community response has been positive to these increased patrols.

As a result of this past week’s efforts, the officers investigated approximately 123 people for varying reasons, conducted 2 residential and commercial checks, issuing no Liquor Licence Act charges, 2 Liquor Licence Act cautions and 52 Highway Traffic Act tickets. 19 people were also arrested over the period.

The Community Response Unit will also continue to pay special attention to licenced premises, after hour’s clubs, and booze cans within 12 Division. This has already resulted in 143 Liquor Licence Act charges laid against licenced & unlicenced premises over the past eleven months for a variety of offences.


TRAFFIC INITIATIVES & ENFORCEMENT:

As the month of December comes upon us so the ‘Spot Check’ season and therefore there will be an increase police presence conducting regular ‘RIDE’ programs throughout the city. Here at 12 Division, it will be no different and you can expect to see an increased number of ‘Spot Checks’ and ‘Ride Programs’ in effect over the holiday season. Please drive carefully and don’t drive if you have been drinking. Take a cab, have someone else drive who hasn’t been drinking, or take the TTC.


COMMUNITY OUTREACH:

Our officers are very involved in our neighbourhoods. Here are a few of the activities they have participated in:

Officers continue to attend numerous parks and conservation areas in the area, dealing with any disorderlies found loitering there. They have laid a number of charges relating to drugs and noise and have arrested several individuals wanted on outstanding charges. Community Response Officers continue to patrol these areas and arrest and charge those who are found breaking the law. During the past week CRU officers have attended one public meeting, 12 schools, and one park, issued eleven Provincial Offences Tickets, arrested two people and investigated approximately sixteen others. Also they have attended one public meetings and/or events as well as paid special attention to areas where there have been community complaints concerning criminal or other related activities.

ARREST OF THE WEEK: Dec. 7th – 13th

MAN ARRESTED ON NUMEROUS BENCH WARRANTS FOR WEAPONS RELATED OFFENCES AFTER RAID ON HIS HOME:

It is alleged that: the accused was operating a marijuana grow house at his place of residence on Glengrove Avenue. At the time of the raid, the accused’s identity was not known to police. Both the accused and a female friend were arrested at the time of the raid. After his arrest and his identity became known, it was found that he had numerous outstanding bench warrants for his arrest in connection with a series of gun-related offences. Both were taken to 12 Division where they were investigated further and new charges laid regarding the marijuana grow operation. The female party was eventually released and the male party was held in custody pending yet another mandatory bail hearing.

CRIMINAL ACTIVITIES/ARRESTS:


A MAN & A WOMAN ARE ARRESTED IN CONNECTION WITH A CRACK COCAINE DRUG BUST AT THEIR WESTON ROAD HOME:
It is alleged that: the two accused were operating a crack house out of their Weston Road apartment for the past few months which came to the attention of 12 Division’s Major Crime Unit. Observations were conducted and a search warrant obtained for the premises was executed during the evening hours of Thursday, December 8th. Both accused were found in the apartment along with a quantity of crack cocaine, scales, marijuana and cash. The female accused was partially successful in flushing approximately half an ounce of cocaine down the bathtub drain when officers attended the apartment. The drugs and related items were seized and the accused were arrested and taken to 12 Division where they were charged and held in custody pending a mandatory bail hearing.

TWO MEN ARRESTED FOR CONSPIRACY TO COMMIT ROBBERY WHEN PLANS TO ROB A YORKDALE STORE BECAME KNOWN:
It is alleged that: on Wednesday, December 7th, the two accused along with a third man were arrested in connection with a plot to rob a busy Yorkdale Mall store after hours. Their plan to came to light after the two accused were arrested for shoplifting by store security and police were called. An alert 12 Division officer, who attended the store, quickly became suspicious of the two men when their stories didn’t match up. Both men were arrested at the store. A third man was also taken into custody but later released when it became known that he was not involved in the plot. Both men were taken to 12 Division where, after further investigation by detectives, the plan to rob the mall store eventually came to light. The store was notified of the plot and advised regarding increased security measures they should take to lessen their risk in the future. Both men were charged accordingly and held in custody pending a mandatory bail hearing.

ANOTHER MAN ARRESTED FOR FAILING TO COMPLY WITH HIS BAIL CONDITION OF HOUSE ARREST FOR DRUG CHARGES:
It is alleged that: on Thursday, December 8th, the accused was investigated by uniformed officers from 12 Division after he was seen leaving a house located in the Keele and Eglinton area. The house that is not the accused’s residence, has been identified as a possible drug house and the accused is known to be involved with drugs from previous contacts. Upon investigating the accused, it came to light that he was out on bail for previous weapons and drug charges and, furthermore, one of the conditions of his bail was that he was placed under house arrest and was not permitted to leave his house. The accused’s car was also searched and officers found a quantity of drugs, measuring scales, a pager and a cell phone. All items were seized and held as evidence and the accused was taken to 12 Division where he was charged accordingly and held in custody pending yet another mandatory bail hearing.

YOUNG MAN ARRESTED ON A BENCH WARRANT FOR LYING TO POLICE AND FAILING TO APPEAR FOR COURT AFTER HE HAD BEEN GIVEN BAIL:
It is alleged that: the accused was released from custody after committing a criminal offence and then failed to appear in court in answer to the charge. On Thursday, December 8th, the accused assaulted someone in the area of Pelham Park Gardens and police were called. Once on scene, officers from 12 Division’s Community Response Unit spoke with the accused and, in order to avoid arrest, he lied about his identity. The officer became suspicious and through further investigation learned the true identity of the accused and placed him under arrest. He was then taken to the station where he was charged accordingly and held in custody pending yet another mandatory bail hearing.

MAN ARRESTED FOR THEFT & ASSAULT AFTER BEING CAUGHT ON VIDEO BREAKING INTO VICTIM’S CAR FOR THE THIRD TIME:
It is alleged that: on Thursday, December 8th, the accused broke into the victim’s vehicle that was being monitored by video camera. The victim had taken this precaution as a result of two prior incidents involving his car. On this occasion, the victim observed the accused actually inside his car and came out and confronted him instead of calling the police at which time a struggle ensued. The accused kicked the victim numerous times causing him to let go and he then made good his escape. Police attended shortly thereafter and, following a thorough search of the area, the accused was located hiding not far away. He was arrested and taken to 12 Division where it was found that he was out of jail on probation for prior criminal offences as well as having a bench warrant issued for his arrest in regards to cocaine possession. The accused was charged accordingly and held in custody pending yet another mandatory bail hearing.

MALE ARRESTED ON OUTSTANDING WARRANTS FOR ASSAULT CAUSING BODILY HARM AND THREATENING TO INJURE VICTIM:
It is alleged that: Officers from 12 Division’s Youth Bureau attended an address in an attempt to locate a witness for an unrelated matter when they saw the accused leaving a nearby building. Both officers recognized the accused as being wanted by the police for outstanding warrants and placed him under arrest before he had a chance to flee. Upon further investigation at the station, they found that he was also in the country illegally and wanted by Immigration Services. The accused was held in custody on the outstanding warrants and was turned over to Immigration Services for further investigation.

MAN ARRESTED FOR FRAUD AFTER HE TRIES TO PASS FORGED CHEQUES VALUED AT $19,000.00 AT A LOCAL BANK:
It is alleged that: several days prior to his arrest, the accused opened an account at a local bank under an assumed name. He then returned with two cheques, each valued at $9,500.00, and deposited them to his account. The bank manager became suspicious and quickly recognized the cheques as forgeries and called police. When the accused returned to the bank to withdraw the money, he was arrested and taken to 12 Division where he was charged accordingly and held in custody pending a mandatory bail hearing.

MAN & WOMEN ARRESTED IN BOOZE-CAN AFTER BOTH ARE FOUND TO BE OUT ON BAIL & BREAKING THEIR CONDITIONS:
It is alleged that: the two accused were found drinking in an illegal booze can by 12 Division officers and, when investigated, both were found to be out on bail for prior criminal offences. The female was also on probation as well as on bail and was not to be consuming alcoholic beverages. The male, who was found to be in company with the female, was not to associate with anyone who had a criminal record, which she had. Both were taken to the station and charged accordingly and held in custody pending mandatory bail hearings.

OUTSTANDING SUSPECT ARRESTED IN CONNECTION WITH BODY SHOP ENTRY - FEMALE ACCOMPLICE ALREADY ARRESTED:
It is alleged that: back in April of 2005, the accused, along with a female accomplice, broke into a body shop and stole various items of value. The accused female accomplice was arrested by 12 Division officers several weeks ago but the accused, while his identity was known, remained at large. On December 12th, the accused was stopped by officers from a nearby division and was placed under arrest when they discovered the outstanding warrant for the accused. He was taken to 12 Division where he was charged and held in custody pending a mandatory bail hearing.

MAN BREAKS INTO HOUSE AND RESISTS ARREST AFTER FLEEING IN HIS CAR WHILE DRIVING WITH NO LICENCE:
It is alleged that: the accused was driving his car on Foxwell Avenue when an officer from 12 Division tried to stop him for a driving infraction. When the accused saw the officer, he sped up, ran a stop sign and turned onto a side street where he bailed from his car and ran to a nearby house and forced his way in the front door. The officer followed the accused car onto the side street and then into the house where he located the accused hiding under some blankets in a room. When the officer tried to arrest the accused, he resisted so violently that the officer had to back off and wait for other officers to arrive in order to affect the arrest. Upon their arrival, the officers re-entered the room with some difficulty as the accused had now tried to barricade the door in order to prevent their entry. Once inside, they managed to place the accused under arrest without any serious difficulty and transported him to 12 Division. The accused was charged accordingly and held in custody pending a mandatory bail hearing.

MAN ADDICTED TO PRESCRIPTION DRUGS ARRESTED AFTER HE IS FOUND TRYING TO PASS NUMEROUS FALSE PRESCRIPTIONS:
It is alleged that: the accused attended several pharmacies within 12 Division and presented prescriptions under different names for various drugs. One of the pharmacists became suspicious and called police. When the accused returned to pick-up his prescription he was arrested. When the accused saw the police, he attempted to dispose of his wallet that contained stolen identification. The arresting officers seized the wallet and ID and arrested the accused at the scene. He was taken to 12 Division where he was charged accordingly and held in custody pending a mandatory bail hearing.

17 YEAR-OLD YOUTH ARRESTED:
It is alleged that: on Tuesday, December 13th, the accused youth was stopped and investigated regarding several Highway Traffic Act infractions. The accused provided a false name and was unable to produce any identification or vehicle documents to the officer. As a result, the alert officer became suspicious and, after further investigation, arrested the accused for Obstruct Police and transported him to 12 Division. Once there, the accused’s real identity came to light and well as the fact that he was out on bail for several prior criminal charges. As a result, he was charged with several traffic-related offences as well as the original Obstruct Police charge and held in custody pending yet another mandatory bail hearing.

SAFETY PREVENTION TIP OF THE MONTH:

Always keep your car locked and parcels left in the vehicle out of sight in the trunk in order to prevent thieves from stealing your Christmas presents and other valuables often left in cars even just for short periods of time. Vehicle-related thefts are often crimes of opportunity so don’t give provide an opportunity - be careful and be safe.

ARREST OF THE WEEK: Nov. 22nd – 30th

HUSBAND & WIFE ARRESTED FOR SEXUAL ASSAULT ON YOUNG NEICE THAT OCCURRED SEVERAL TIMES DURING HOME VISIT:

It is alleged that: the two accused, who are the aunt and uncle of the victim, sexual assaulted their young niece several times during a recent visit to their home. One of the accused gave her alcohol and then sexually assaulted her on at least six separate occasions, threatening to kill her if she told anyone. The second accused who is the aunt of the victim also participated in five of them by assisting her husband during the assaults. The victim remained quiet about the assaults as she feared for her life but eventually came forward and attended 12 Division and reported the sexual assaults to police. As a result of the Youth Bureau’s immediate investigation the two accused were arrested and taken to the station, charged accordingly and held in custody pending a mandatory bail hearing. It is interesting to note that the Male accused (uncle) was out on bail for an unrelated criminal offence at the time of the assaults.

TWO BROTHERS ARRESTED FOR ASSAULTING POLICE AFTER ONE IS ARRESTED FOR DOMESTIC ASSAULT ON STREET:
It is alleged that: one of the accused became embroiled in a violent dispute with his girlfriend while traveling in a car in the area of Old Weston Road and Rogers Road. The argument spilled out of the car onto the street at which time the first accused began assaulting his girlfriend with a number of people around who called police. When the officer arrived and attempted to arrest the first accused for Domestic Assault the first accused resisted arrest. Other officers arrived and while they were trying to get control of the first accused, his brother who lived nearby, came over and attempted to interfere with the arrest. At one point he began pushing one of the officers who tried to talk to him and caution him not to interfere further. The second accused ignored the warnings and was arrested as well after another brief struggle. Both men were taken to 12 Division where they were charged and held in custody pending a mandatory bail hearing.

ONE MAN ARRESTED ON A WARRANT FOR THREATENING DEATH & WEAPONS CHARGES AFTER HE ATTACKS FORMER GIRLFRIEND:
It is alleged that: the accused attended the victim’s house on November 2nd and confronted her new boyfriend, while she was upstairs. When she heard loud voices she can downstairs and spoke to the accused who began shouting at her and she then told him to leave. The accused became enraged and pulled out a knife and chased the victim upstairs to her bedroom where he attacked her while she was trying to call 911. The victim suffered a cut to her arm but was able to stay on the line to police. The suspect then fled before police could arrive and made good his escape, a search of the area and his last known address proved to be negative. Officers then took out a warrant for his arrest and he was eventually located on Monday, November 21st and arrested. He was taken to 12 Division where he was charged accordingly and held in custody pending a mandatory bail hearing.

It is alleged that: the accused was observed by a 12 Division Traffic Response Unit officer driving southbound on Black Creek Drive and was stopped regarding an HTA offence. Upon further investigation it was discovered that the accused was out on bail for a previous criminal driving offence and was in breach of his bail conditions as a result of his driving a motor vehicle. The accused was arrested and taken to 12 Division where he was charged with several related bail offences and held in custody pending yet another mandatory bail hearing.

POLICE ARREST IMPAIRED DRIVER CAUGHT AFTER HE TRIES TO FLEE SCENE OF AN ACCIDENT AND CRASHES INTO HYDRO POLE:
It is alleged that: Wednesday, November 23rd the accused was involved in a property damage accident on St. Clair Avenue West near Keele Street. He then decided to flee the scene of the accident and headed westbound on St. Clair to Gunns Road where he struck a pole and was unable to drive any further. Police had been called to the initial accident and officers were able to attend quickly and located the accused still with his car at the scene of the second accident. The accused failed the roadside test and was arrested and a formal sample of his breath was demanded. He also failed this test and was charged accordingly.

41 YEAR-OLD MAN ARRESTED ON CHILD PORNOGRAPHY CHARGES AFTER FILES FOUND ON HIS PERSONAL COMPUTER:
It is alleged that: the accused had in his possession child based pornography on his personal computer and was arrested by members of the Sexual Assault Squad after this information came to light. His computer was seized and he was taken to 12 Division where he was charged accordingly and held in custody pending a mandatory bail hearing.

It is alleged that: the accused along with several others attacked the victim on the street at which time they pushed him to the ground, then punched and kicked him into submission. The accused then took the victim’s wallet containing both money and identification before fleeing leaving the battered victim on the ground to fend for himself. The accused was arrested by 12 Division’s Major Crime Unit and taken to the station where he was charged and held in custody pending a mandatory bail hearing. The other men involved are still at large and actively being sought by police.

FIVE MEN ARRESTED & SEVERAL GUNS/DRUGS SEIZED AFTER SEARCH WARRANT EXECUTED ON LOCAL APARTMENT BUILDING:
It is alleged that: the two accused men in company with two others were found inside the apartment in question at which time 2 loaded handguns were found. 12 Division officers along with members of the Guns & Gangs Task Force executed a search warrant in an apartment located in a building on Greentree Court. Also located in the apartment was a quantity of drugs which were seized as well. A fifth man was arrested leaving the apartment just prior to the raid and a loaded 357 Magnum revolver was recovered after he was searched. All five men were arrested and investigated after which they were taken to the station. They were all charged with various offences and held in custody pending a mandatory bail hearing.

JAILED MAN ARRESTED ON ATTEMPT MURDER CHARGE AFTER HE IS IDENTIFIED AS SUSPECT FOR A VICIOUS KNIFE ATTACK:
It is alleged that: the accused and the victim became involved in a dispute which became violent when the accused attacked him with an Exacto knife. As a result of the attack the victim suffered a deep cut across his neck which severed numerous muscles and major blood vessels. The victim luckily survived the attack as a result of prompt action by paramedics who were able to stabilize him and get him to the hospital quickly. The accused initially fled before police arrived and had to wait for the victim to recover sufficiently before they could obtain any information as to the accused identity. Once they were able to do so a search began which eventually lead them to the Maple Hurst Correctional Facility where the accused was being held in custody in regards to another unrelated matter. Officers from 12 Division Street Crime Unit attended the facility and arrested the accused and charged him with the attempted murder. The accused remains in custody there and will remain so until his first court date sometime in the future.

YOUTH ARRESTS:

15 YEAR-OLD YOUTH ARRESTED FOR ASSAULTING POLICE WITH A WEAPON AFTER HE IS CAUGHT BREAKING INTO A VAN:
It is alleged that: back on Wednesday, October 12th a resident on Thurodale Road had called the police after he had seen the accused attempting to break into a van there. The police arrived and found the accused had broken into the van and was still inside it when they approached the vehicle. When they attempted to place him under arrest a struggle ensued during which the accused attacked the officers with a metal bar. As a result of the attack both were hit with the bar, one of them in the face, with both officers suffering injuries. The accused made good his escape as a result but was later identified by the officers involved. 12 Division Major Crime Unit officers arrested the accused on Saturday, November 26th this time without incident.

17 YEAR-OLD YOUTH ARRESTED FOR HURTING TWO OTHER YOUTHS AFTER ATTACKING THEM WITH BEER BOTTLES:
It is alleged that: on Monday, August 29th in the evening hours two youths aged 12 & 16 were riding their bikes in the park located near a local school. They stopped to talk to a female acquaintance at which time 10 to 12 people entered the park and came in their general direction. Three young men broke away from the group and came over to the victims concealing their hands behind their back. One of the men (accused) who was not known to the victims accused them of causing trouble for his friends. At this point one of the three swung a beer bottle at the 12 year-old victim striking him in the back of the head, the accused then struck the other victim (16 yrs) in the head with a bottle was well. The 16 year-old fled yelling for help at which time the accused and his two accomplices turned their attention to the 12 year-old victim. The victim was knocked off his bike onto the ground where he tried to cover up from the blows of the three attackers. The young girl that was still present screamed at the accused and the two others to stop who after a few more blows ran off leaving the victim on the ground. Police were called and a metal bar and several broken beer bottles were also recovered. Paramedics attended and treated the victims which caused a crowd to gather which lead to the arrest of two of the suspects at the scene. The third suspect (accused) remained unknown for sometime as police were unable to identify him initially, however after some extensive investigation the accused was identified as the outstanding suspect and arrested. He was taken to 12 Division where his parents were contacted, he was charged accordingly and he was held in custody pending a mandatory bail hearing.

18 YEAR-OLD YOUTH ARRESTED FOR ROBBERY & THREATENING DEATH OF LOCAL HIGH SCHOOL STUDENT DURING LUNCH HOUR:
It is alleged that: the accused in company with another, as yet unknown, male approached the victim as he returned to school during his lunch break. The accused grabbed the victim by the throat while the second suspect punched him in the back of the head. The accused then threatened to kill the victim if he didn’t give them his IPOD, the victim fearing for his life turned it over to them and the two them fled the scene on foot. Police were called and the accused was later arrested by 12 Division Street Crime Unit officers, taken to the station where it came to light he was already out on bail. As a result he was charged accordingly and held in custody pending yet another bail hearing. The second suspect remains unidentified but the SCU officers are continuing their investigation and hope to make an arrest soon.

ENFORCEMENT ACTIVITIES:

Uniformed officers have been patrolling in areas identified by way of resident-based complaints, to date a number of arrests have occurred and community response has been positive.

As a result of this past weekend’s efforts, the officers investigated approximately 197 people for varying reasons, conducted 14 residential and commercial checks, issuing 1 Liquor Licence Act charge, 2 Liquor Licence Act cautions and 125 Highway Traffic Act tickets. 23 people were also arrested over the period.

The Community Response Unit will also continue to pay special attention to licenced premises, after hour’s clubs, and booze cans within 12 Division. This has already resulted in 136 Liquor Licence Act charges laid against licenced & unlicenced premises over the past ten months for a variety of offences.


COMMUNITY OUTREACH:

Our officers are very involved in our neighbourhoods. Here are a few of the activities they have participated in:

Officers continue to attend numerous parks and conservation areas in the area, dealing with any disorderlies found loitering there. They have laid a number of charges relating to drugs, noise and have arrested several individuals wanted on outstanding charges. Community Response Officers continue to patrol these areas and arrest and charge those who are found breaking the law. During the past week, CRU officers have attended one public meeting, nine schools, and one park, issued five Provincial Offences Tickets, arrested three people and investigated approximately thirty-two others. They have attended two community events and have paid special attention to a three area’s where there have been community complaints concerning criminal or other related activities.

SAFETY PREVENTION TIP OF THE MONTH:

Ensure that your child’s car seat is properly installed, call or visit your local police station and arrange for a specially trained service member to inspect your child’s seat. Furthermore they can instruct you on how to properly install the seat in your vehicle as to ensure that it conforms to the new child safety seat laws and that your child will be safe in the case of an accident. Special clinics are also held from time to time and are advertised in local newspapers and/or on the radio.

ARREST OF THE WEEK: Nov. 7th – 14th

SECOND MAN ARRESTED IN CONNECTION WITH BEATING OF WOMAN AFTER SHE REFUSED TO ENGAGE IN PROSTITUTION:

It is alleged that: the accused man was one of two men who travelled from the Sudbury area to Toronto in company with the victim in order to purchase drugs. While in Toronto the two accused men parted company with their drug money and were left penniless for the trip home. In order to raise some money, they pressured the victim to perform as a prostitute; the victim refused and was savagely beaten with a baseball bat by the two men. The victim eventually escaped, from the two men and called police who took her to the hospital for treatment and obtained names and descriptions of the two accused. One of the accused was arrested shortly afterwards but the second accused disappeared and police took out a warrant for his arrest. On Monday, November 14th, Blind River OPP located the accused as a result of an unrelated matter and placed him under arrest on the outstanding warrant held by 12 Division. He was then returned to Toronto where he was taken to 12 Division, charged accordingly and held in custody pending a mandatory bail hearing.

ONE MAN ARRESTED IN CONNECTION WITH SHOOTING DEATH OF ONE MAN AND WOUNDING OF HIS TWO BROTHERS:

It is alleged that: last week, the accused along with another man were involved in the shooting death of a man and the wounding of his two brothers who were known to them. Officers from 12 Division, through an ongoing investigation, were able to identify the accused and contacted him directly. After speaking with the officers from the Street Crime Unit, the accused agreed to give himself up at the station and did so on Saturday, November 19th. A warrant was already issued for the arrest of the second accomplice involved in the murder and attempted murders of the brothers.

It is alleged that: on Saturday, November 12th, during the evening hours, both the victim and the accused attended a local Bingo Hall located on St. Clair Avenue West. Once there, they both attempted to seat themselves at a certain location and an altercation erupted at which time a security officer attended and asked the accused to leave. The matter escalated and the accused threatened to kill several of the parties who were now present. Police from 12 Division were called who quickly attended and arrested the accused before he had an opportunity to leave. He was taken to the station where he was further charged with failing to comply after it was learned that he was already on probation for a prior criminal offence(s). He was held in custody pending yet another mandatory bail hearing.

It is alleged that: a 33 year-old man was stopped by a 12 Division uniformed officer for impaired driving on Saturday, November 19th at 4:00 am. The accused refused to take a breath test and was charged accordingly. During the investigation, it came to light that the accused was already out on bail for prior criminal offences and was in breach of his bail conditions. The accused was held in custody at the station pending yet another mandatory bail hearing.

It is alleged that: On Saturday, November 12th, the accused woman consumed alcoholic beverages in her home for the better part of the day. During the evening hours, she decided to go next door and sort out her neighbour, taking a kitchen knife with her. Once there, she accused the neighbours of stealing from her and then made threats towards them while brandishing the knife in their direction. Police were called and the woman was arrested and taken to 12 Division where she was charged and held in custody pending a mandatory bail hearing.

MAN WHO IS CURRENTLY OUT ON BAIL ROBS WOMAN AFTER SHE INVITES HIM TO HER HOME AFTER MEETING IN BAR:
It is alleged that: On November 12th, the accused met the victim at a local bar who then befriended her and, after several hours of drinking, he was invited back to the victim’s home. A short time later, the victim passed out and the accused then searched the house, picking out various items of value including a safe containing jewellery and cash and then fled the scene. The victim later awoke to find that she had been robbed and called the police immediately. Officers attended and examined the premises closely. After several days of investigation, officers from 12 Division were able to identify the accused and locate his current address. Police attended and arrested the accused who is currently out on bail for several prior criminal offences and were able to recover some of the victim’s property. The accused was charged accordingly and held in custody pending yet another mandatory bail hearing.

TWO MEN ARRESTED ON FRAUD CHARGES AFTER THEY TRY TO USE PHONEY CREDIT CARDS AT LOCAL VIDEO/CELL STORE:
It is alleged that: the two accused entered a local Rogers Video and purchased several cell phones and gift cards with the fraudulent cards. They returned several days later and attempted to make further purchases using the same cards but a sales clerk became suspicious and called police. Officers from 12 Division attended and arrested the two men without incident and transported them to the station. Once there, after further investigation, it was learned that one of the men had a warrant out for his arrest for theft and numerous charges had already been laid against the other man. Both men were held in custody pending a mandatory bail hearing.

DRIVER PUSHES OFFICER AND ATTEMPTS TO FLEE WHEN UNIFORM OFFICERS STOP HIS CAR FOR A DRIVING OFFENCE:
It is alleged that the accused was observed going through a red light and a uniformed officer on general patrol stopped the accused nearby on Martha Eatonway. When the officer approached the vehicle, the accused exited the car and pushed the officer away in an attempt to flee. A struggle ensued and two other officers who were in the vicinity came to their fellow officer’s aid and arrested the accused without further incident. Further investigation showed that he was out on bail and in breach of his bail conditions and a quantity of drugs were located in the accused car. The drugs were seized and he was taken to 12 Division where he was charged accordingly and held in custody for yet another mandatory bail hearing.

The young man was arrested and, upon being searched, a large quantity of crack cocaine was found concealed on his person. It is alleged that: while riding his bicycle on Saturday, November 20th, a youth was recognized by uniformed officers from 12 Division as being out on bail from his arrest on November 12th. When they tried to speak with him, he fled on his bike and was located a short time later hiding on a nearby garage roof. It is alleged that: during the evening hours of Friday, November 11th police responded to a robbery call and, while searching the area nearby, came across the accused who immediately fled on foot. 15 YEAR-OLD YOUTH ARRESTED FOR HIS INVOLVEMENT IN A STREET ROBBERY ALONG WITH THREE OTHER YOUTHS:
It is alleged that: the accused, in company with three other youth, accosted the victim in a laneway near a local 7-11 store (reported previously) where they assaulted him and robbed him of money and property. One of the suspects was arrested last week and the accused was identified earlier this week by the investigation officers. The other two suspects are expected to be identified later this week and will be arrested and charged as well. At the time of his arrest, the accused was found to be currently out on bail for prior criminal offences and carrying two knives on his person. He was taken to 12 Division where he was charged, his parent(s) notified, and held in custody pending yet another mandatory bail hearing.

Uniformed officers have been patrolling on weekends in areas identified by way of resident-based complaints over the summer months. To date a number of arrests have occurred and community response has been positive.

As a result of this past weekend’s efforts, the officers investigated approximately 11 people for varying reasons, conducted 2 residential and commercial checks, issuing 2 Liquor Licence Act charge, 1 Liquor Licence Act cautions and 6 Highway Traffic Act tickets. 19 people were also arrested over the period.

The Community Response Unit will also continue to pay special attention to licenced premises, after hour’s clubs, and booze cans within 12 Division. This has already resulted in 136 Liquor Licence Act charges laid against licenced & unlicenced premises over the past ten months for a variety of offences.


COMMUNITY OUTREACH:
Our officers are very involved in our neighbourhoods. Here are a few of the activities they have participated in:
Officers continue to attend numerous parks and conservation areas in the area, dealing with any disorderlies found loitering there. They have laid a number of charges relating to drugs, noise and have arrested several individuals wanted on outstanding charges. Community Response Officers continue to patrol these areas and arrest and charge those who are found breaking the law. During the past week, CRU officers have attended one public meeting, thirteen schools, and one park, issued eleven Provincial Offences Tickets, arrested four people and investigated approximately thirty-nine others. They have attended one community event and have paid special attention to an area where there have been community complaints concerning criminal or other related activities.

The Community & Police Liaison Committee and 12 Division will be having a float in the Weston Santa Claus Parade the float is once again sponsored by Irving Tissue. They will be joined by their community partners, Frontlines, the Macauley Child Development Centre and North York Community House.


SAFETY PREVENTION TIP OF THE MONTH:
Ensure that your child’s car seat is properly installed. Call or visit your local police station to arrange for a specially trained service member to inspect your child’s seat. They can also instruct you on how to properly install the seat in your vehicle to ensure that it conforms to the new child safety seat laws so that your child will be safe in the case of a collision. Special clinics are also held from time to time and are advertised in local newspapers and/or on the radio.

ARREST OF THE WEEK: November 1 - 7, 05

ONE MAN & A YOUNG OFFENDER ARRESTED ALONG WITH LARGE QUANTITY OF DRUGS, GUNS, PREP. EQUIPMENT & CASH SEIZED:

It is alleged that: the two men became involved in a dispute over a drug related transaction at which time gun(s) were drawn and witnesses called police. Officers attended and quickly arrested one of the two suspects; the second suspect fled and attempted to hide in a vacant apartment in the building. He was located by Emergency Task Force officers hiding in a closet and was arrested. During the two arrests, a loaded shotgun, ammunition and a magazine clip were seized. During the second arrest, a kilo of cocaine and a quantity of cash were seized from one of the accused and after executing a search warrant on his apartment, more cash, drugs and drug processing equipment were located and seized. Both men were taken to 12 Division where they were charged accordingly and held in custody pending a mandatory bail hearing.

CRIMINAL ACTIVITIES/ARRESTS:

A FEMALE POLICE OFFICER IS ASSAULTED BY ANOTHER WOMAN AFTER SHE TRIES TO BREAK UP FIGHT ON STREET:
It is alleged that: the accused was assaulting another woman on the street. Several people were standing around watching as the officer was going by. The officer, who witnessed the attack, immediately went to the aid of the victim and was punched in the face by the accused. A struggle ensued and eventually the officer managed to subdue the accused and single handedly placed her under arrest. The accused was taken to 12 Division where she was charged with assaulting the officer as well as the other women and held in custody pending a mandatory bail hearing. Injuries to the victim are unknown at the time of writing as she refused medical treatment at the scene. The officer suffered some swelling to her face and a 2 1/2” gash to her hand during the ensuing struggle, but continued on duty.

61 YR-OLD MAN ARRESTED FOR SEXUAL ASSAULT ON 10 YEAR-OLD GIRL DURING HER VISIT At HER GRANDMOTHER’S HOUSE:
It is alleged that: the victim was visiting her grandmother’s home for several days back in the summer of 2002. At some time during the night while sleeping with her grandmother, the new husband of the grandmother climbed into bed with them and began fondling the victim in her genital area. The victim told him to stop and he did for a few moments and then started again at which time the victim got out of bed and left the room. A short time later, the grandmother awoke and missed the victim and found her in the living room very upset. The matter was discussed between them and for some unknown reason the grandmother convinced the victim not to say anything about the incident as she would handle it. Nothing further occurred and the matter remained a secret until this year when the grandmother died and the victim now decided it was all right to tell her mother. The police at 12 Division were contacted immediately and an investigation launched which lead to a warrant being issued for the accused as he had since left the area for points unknown. Fortunately, the accused returned to the Toronto area and was recognized by family members who reported his presence to police who quickly located him and placed him under arrest. He was taken to 12 Division where he was charged accordingly and held in custody pending a mandatory bail hearing.

WOMAN ARRESTED ON 24 COUNTS OF FRAUD FOR USING ILLEGAL CREDIT CARDS TO DEFRAUD HER EMPLOYER:
It is alleged that: the accused, while employed as a cashier at a local grocery store, made use of fraudulent credit cards to purchase store gift certificates. She would then use the gift cards to make purchases and on several occasions used the illegal cards to make purchases as well. This eventually came to the attention of store management who called police who later arrested the accused after conducting a brief investigation. As a result, further investigations are continuing as to where and how the fraudulent cards were obtained. The accused was taken to 12 Division where she was charged and held in custody pending a mandatory bail hearing.

MAN SERVING A CONDITIONAL SENTENCE ARRESTED WHILE ATTEMPTING TO STEAL A TV AND THEN ASSAULTING A SECURITY GUARD:
It is alleged that: the accused man was previously charged with a criminal offence, found guilty and given a conditional sentence and allowed to remain out of jail as a result. Subsequent to that occurring, the accused entered a local Canadian Tire store and attempted to steal a colour TV and was caught by store security. When confronted by the security officer, the accused pushed him aside and tried to run away but the guard persisted and was punched by the accused who again tried to run. A struggle ensued and eventually the accused was arrested. Police from 12 Division attended and charged the accused with theft as well as assaulting the security guard and breaching his conditional sentencing.

MAN ARRESTED AFTER HE WAS FOUND VIOLATING HIS BAIL CONDITIONS FOR PRIOR ARREST ON NUMEROUS CHARGES:
It is alleged that: during the early morning hours of Sunday, November 6th, the accused was found as a passenger in a car, violating one of his many bail conditions. In this instance, he was required to obey a court ordered daily curfew of 10:00 pm that he had chosen to ignore. The bail conditions had been imposed in August after he was charged with Trafficking and Possession of a Controlled Substance x 2, Possession of Proceeds of Crime, Assault Police with Intent to Resist Arrest and Failing to Comply with a prior Recognizance as well as Bench Warrants for failing to appear in court on the above charges after being released on bail. The accused was arrested by 12 Division officers who transported him to the station where he charged and held in custody pending yet another mandatory bail hearing.

MAN ARRESTED AFTER HE BREAKS INTO HOME OF FORMER FRIEND WHERE HE THREATENED & ASSAULTED VICTIMS:
It is alleged that: the one of the victims broke up with accused some time ago. As a result, the accused was unhappy and apparently did not accept the break-up. On the 18th of October, the accused broke into the victim’s home and once there assaulted the victim and another party with his hands as well as with a weapon. Further, the accused threatened to kill the victims during the assault but fled prior to the arrival of police. Officers obtained a warrant for the accused arrest. He was finally located on Tuesday, November 8th, and arrested at 12 Division where he was subsequently charged and held in custody pending a mandatory bail hearing. Further charges are pending as a result of follow-up investigations into the matter.

YOUTH ARRESTS:

ANOTHER 14 YEAR-OLD YOUTH ARRESTED IN CONNECTION WITH ROBBERY WHERE STUDENT’S WALLET & HAT TAKEN:
It is alleged that: the accused, in company with two other youths since arrested, confronted the victim as he walked home and demanded that he buy drugs from them. When he refused he was pushed to the ground and kicked repeatedly until he lost consciousness. When he awoke, he found that both his hat and wallet containing approx. $700.00 were missing. The victim attended the hospital and was treated for a large cut to his lip, receiving 14 stitches. He also had his denture plate broken. Police were called and after interviewing the victim and seizing video camera tapes, they were able to identify the accused and his two accomplices. The accused was arrested at his home and taken to 12 Division where he was charged and held in custody pending a mandatory bail hearing. All parties involved are students at the same local high school.

THREE YOUTHS ARRESTED IN CONNECTION WITH A LOCAL AFTER-SCHOOL ROBBERY THAT OCCURRED LAST WEEK:
It is alleged that: while on his way home from school, the victim was coaxed by one of the three youths to a laneway located behind a popular convenience store. Once there, the other two youths grabbed him and held him while they went through his pockets removing his money after which they let him go. The victim demanded his money back and was punched in the face by one of the accused and was sent on his way while they all laughed at him. The victim returned to his school and reported the robbery and police were called, officers from 12 Division attended the school and took a report from the victim. After a brief investigation, Street Crime Unit officers were able to identify the three accused and arrested all three, two at school and one at his home. All three were taken to the station where their parent(s) were notified. They were charged and held in custody pending a mandatory bail hearing. It is interesting to note that all three youths were already out on bail for previous criminal charges when they committed this offence.

Nine officers from 12 Division participated in the annual CN Tower stair climb held back in October at which time the officers $720.00 for the United Way. Congratulations to all for their efforts towards this worthwhile cause.

Also they have attended several events as well as paid special attention to areas where there have been community complaints concerning criminal or other related activities.

The 12 Division Community & Police Liaison Committee recently initiated the “Keep the Peace” wristband project within 12 Division and sold almost 5,000 of the wristbands in less than a week. The 12 Division C.P.L.C. is one of the most active committees of its type in the city and continues to lead the way in many community initiatives and related projects. The committee meets the third Thursday of every month at 7:00 pm in 12 Division, 200 Trethewey Drive.

On Saturday, November 5th at the Toronto Sheraton Centre Hotel approximately 400 guests, including one of 12 Division’s finest, attend to celebrate the week-end long International Drumming Circle Annual Conference. The event his held in a different city, in a different country each year with Toronto hosting this year’s festivities. The event is to promote the host city as a safe and desirable city in which to live. One of the Community Response Unit officers from 12 Division was in attendance representing the station along with the award winning drumming circle group that 12 Division supports. Due to the group’s efforts a cheque was presented to PRO-Action, a Police & Business sports oriented charity organization, in the amount of $10,000.

ARREST OF THE WEEK: October 23 - 31, 05

TWO MEN AND A FEMALE ACCOMPLICE ARRESTED IN CONNECTION WITH A SERIES ROBBERIES AND DRUG RELATED OFFENCES:

It is alleged that: the two accused who are apparently known to one another were involved in a series of separate robberies over the past several months. 12 Division Street Crime Unit and Major Crime Unit had identified one of the men and were in the process of following up on a lead when they discovered one of the accused men outside the address they were attending. The second man came by a short time later and was also recognized immediately as being wanted for robbery and was arrested as well. A search warrant was also executed at an apartment in the same building where they were arrested and the female residing there was also charged. Officers seized a small handgun and ammunition, body armour, a quantity of Crack Cocaine, measuring scales and approximately 12 dozen Ecstasy pills. All three parties were taken to the station where they were charged accordingly and held in custody pending a mandatory bail hearing.

CRIMINAL ACTIVITIES/ARRESTS:

ONE MAN ARRESTED FOR ROBBERY AND A WOMAN WITH HIM AT THE TIME OF HIS ARREST CHARGED WITH ASSAULT POLICE:
It is alleged that: on Friday, September 9th, the accused approached the victim who was making a deposit at a local T-D bank. He, along with several others, then robbed the victim. The group then fled in a vehicle that was later identified by Street Crime Unit officers who, through follow-up, learned of the accused identity and where he was staying. Prior to this, the same officers arrested the other wanted parties involved in the robbery and obtained a search warrant for the accused’s address. The officers attended there and found the accused in company with a woman who attempted to prevent the officers from locating the accused and assaulted one of the officers in the process. Both parties were arrested and taken to 12 Division where they were charged accordingly and held in custody pending a mandatory bail hearing.

MAN ARRESTED FOR FAILING TO COMPLY WITH HIS BAIL CONDITIONS AFTER POLICE CALLED TO FIGHT IN LOCAL BAR:
It is alleged that: the accused was involved in a verbal dispute with another man at a local bar well known to police at which time he threw a billiard ball through a window. Both men were thrown out of the bar and continued to fight which resulted in police being called. When police arrived, the accused lied to them about his identity in order to avoid them finding out that he was currently out on bail in relation to several unrelated criminal offences and was wanted on a warrant for the same thing. Through investigation, the officers were able to properly identify the accused and ascertain that he was breaching several of his bail conditions as well as his probation. He was subsequently arrested and taken to 12 Division where he was charged accordingly and held in custody for yet another mandatory bail hearing.

It is alleged that: on Friday, October 21st, after a local high school dance, several students who were waiting for their parents to pick them up were robbed outside the school by some youth wearing disguises. The accused’s accomplice was arrested over the week-end by 12 Division’s Street Crime Unit and the same officers arrested the accused on Wednesday, October 26th at his school. He was taken to the station where he was charged and held in custody pending a mandatory bail hearing.

TWO YOUTH ARRESTED AT LOCAL HIGH SCHOOL AFTER A ROBBERY WAS REPORTED TO HAVE TAKEN PLACE IN HALLWAY:
It is alleged that the two accused youth along with a third coaxed a student in class at a local high school to come to the classroom door. Once there, they pulled him out into the hall and shut the door behind him. They then took him down the hall and around a corner where they robbed him of his Ipod and searched his pockets for money. They also checked his wrists and neck for any watches or jewellery and then released him warning him not to tell anybody. The victim immediately went to the office and reported the matter to office staff who, in turn, contacted 12 Division Street Crime Unit officers who were in the school at the time. The officers quickly located two of the three suspects and placed them under arrest for the robbery. Both were taken to the station where their parent(s) were contacted. They were charged and held in custody for a mandatory bail hearing. The third suspect has since been identified and officers expect to make an arrest shortly.

YOUTH ARRESTED FOR ROBBERY, BREAK & ENTER, AND FAIL TO COMPLY WITH HIS BAIL FROM SEVERAL PRIOR OFFENCES:
It is alleged that: on Monday, October 3rd, the accused, along with several other youth, approached a woman on Weston Road near Oxford Drive. The three then took her three rings from her hands along with her house key. The accused then started making his way to her home while the other two detained her. The victim managed to break free and chased the accused. When she caught up to him, she was struck in the face with a stick which caused minor injuries. The accused continued on to her nearby apartment and entered using the key. The victim caught up to him again and was elbowed in the face as she tried to stop the now three of them from going inside. The three then fled the area and each taking several items from the apartment with them. The victim then attended 12 Division and reported the robbery to the police. The Street Crime Unit was tasked with investigating the matter and after several weeks of investigation, they were able to identify the accused as being one of the youth responsible. It is interesting to note that the accused was already out on bail for several other criminal offences and was under house arrest at the time he was robbing the victim. He had also been charged not to associate with the other two youth. The accused was arrested on Tuesday, October 25th and taken to 12 Division where his parent was notified and he was charged with numerous offences and held in custody pending yet another mandatory bail hearing.

TWO YOUNG MEN ARRESTED IN CONNECTION WITH STABBING INCIDENT THAT OCCURRED IN PIZZARIA NEAR HIGH SCHOOL: On Thursday, October 27th, a student from a nearby high school was stabbed in the chest by another student from a rival faction after an argument erupted over who was first in line. It is alleged that a verbal argument started with the two disputing who should be first in line to buy pizza while they were on lunch break. It escalated to the point that both were kicked out of the restaurant at which time one of the youths stabbed the other with a knife and then fled on foot taking the knife with him. Once outside, he gave the knife to a friend to get rid of. The knife was left in a nearby back yard. Police were called immediately after the incident and arrived quickly enough to locate the accused youth not far off. Through follow-up investigation, the officers from 12 Division’s Street Crime Unit who arrested the original accused were able to identify his accomplice and through him locate the knife used in the attack. The victim’s injuries were not life threatening. Both were arrested and taken to the station where they were charged, their parent(s) was notified and the youth were held in custody pending a mandatory bail hearing.

MESSAGE FROM A/SUPT. DAVE MARKS, UNIT COMMANDER OF 12 DIVISION.

Twelve Division has been selected to receive increased support by way of uniformed officers over the next few weeks and months ahead as service resources are being re-deployed. We hope that we can count on your continued support and together we can keep our community safe from further violent crime and disorder. Another initiative that is expansion of a group known as the ‘Community Information Exchange’ made up of concerned community leaders, politicians, business people, youth groups, faith community leaders and others including youth that has been brought together in focus groups. It is the ongoing intent of this year-old initiative to bring together all the interested parties, some perhaps for the first time, in the hope that both reasonable and viable long-term solutions can be found for this increasing problem of violent youth. One of their newest projects is the distribution of “Keep The Peace” silicone wristbands. This will be done through the schools and youth groups in our Division in the coming weeks. ARREST OF THE WEEK: October 18 - 24 05

MAN ARRESTED SEXUALLY ASSAULTING A 15 YEAR-OLD GIRL WITH THE MENTAL CAPACITY OF A 9 YEAR-OLD:

It is alleged that: sometime between August 7th and August 30th, the victim was walking home when she was approached by the accused in the area of Guestville and Weston Road. He followed her for several blocks talking to her despite the fact that the victim told him that she did not want to talk to him. He continued talking to her eventually convincing her to accompany him to the area of Eglinton Flats that was nearby. Once there, he forced himself on the victim, removed her clothing, and had sexual intercourse with her. She tried to scream but was told to shut-up. When he was finished, he threatened her and instructed her not to tell anyone and then allowed her to leave. It was not until October 5th that the matter came to light and the victim and her mother attended 12 Division to report the incident. Street Crime Unit officers immediately conducted an investigation that resulted in the accused being identified and having him attend the station on Friday, October 21st. The accused was arrested after a brief interview, charged accordingly and held in custody pending a mandatory bail hearing.

DRIVER ARRESTED AFTER IT IS DISCOVERED THAT HE WAS DRIVING BOTH WHILE DISQUALIFIED & UNDER SUSPENSION:
It is alleged that: the accused man was stopped by uniformed officers from 12 Division after he committed a Highway Traffic Act violation near the intersection of Trethewey Drive and Clearview Heights. After some initial investigation it became clear that the accused did not possess a driver’s licence and was lying about his true identity. After some further investigation by the officers, it came to light that the accused had given a false name as he was currently disqualified from driving as a result of a prior criminal conviction. He was also under suspension by the province as well as wanted for failing to comply with his recognizance (bail) in relation to other criminal charges. As a result, he was placed under arrest and taken to the station, charged accordingly and held in custody pending yet another mandatory bail hearing.

HOCKEY COACH CHARGED WITH ASSAULT AFTER STRIKING HELMETED PLAYER OVER THE HEAD WITH STICK:
It is alleged that: on Sunday, October 16th, during a hockey practice, the accused was putting the team through a rigorous skating drill that was not progressing well. Eventually the coach (the accused) called the players over into a semi-circle in a kneeling position so that he could talk to them. While the accused was talking, he stared at one of the players (victim) who responded with “Why are you looking at me”. The accused responded by striking him over the head with a hockey stick that he had in his hands. The assistant coach and the trainer immediately intervened and went to the aid of the victim who appeared dazed by the blow. Words were exchanged between the adult staff members and the coach left. The victim also left, apparently fully recovered with no noticeable injuries. Concerned parents who witnessed the incident contacted police and the victim’s parents also reported to the assault to 12 Division. Youth Bureau officers contacted the accused who voluntarily attended the station where he was charged and released on his own recognizance.

OFFICER ASSAULTED WHILE TRYING TO ARREST IMPAIRED DRIVER WHO WAS ALSO ALREADY OUT ON BAIL:
It is alleged that: the accused was initially stopped for suspected impaired driving at the intersection of Weston Road and Clouston Avenue by two 12 Division officers. As soon as the accused’s car came to a stop, he bolted from the car and ran north towards a nearby Price Chopper store where one of the officers caught up to him in the parking lot. When the officer attempted to place him under arrest, he struck the officer and the officer in turn tried unsuccessfully to restrain him. When this failed, the officer had to revert to taking out his baton. That was also unsuccessful in controlling the accused. The accused then broke free and ran across the street followed by the officer who was able eventually able to subdue the accused until his partner was able to handcuff the accused and place him in the rear of their car. When searched as a result of the arrest, a small quantity of marijuana was found on his person. Upon further investigation it was found that the accused was already out on bail for a previous criminal offence. No explanation was given for his behaviour at the time of his being stopped nor the subsequent arrest.

22 YEAR-OLD MAN ARRESTED FOR CRIMINAL HARRASSMENT, ASSAULT & MISCHIEF INVOLVING A FEMALE CO-WORKER:
It is alleged that: the accused met the victim at their place of employment and dated for approximately 3 months. The victim is 16 years old and the accused 22 years of age. During this period, the relationship soured and the victim stopped seeing the accused and did not return his calls. On Tuesday, October 18th, the accused attended the victim’s high school and confronted her in the hallway outside of one of her classes. School staff intervened and the police were called who then escorted the accused off school property, cautioned him not to return and drove him back to his home area. The accused later returned to the school and waited for the victim to leave and followed her to a nearby bus stop where he confronted her again. The victim repeatedly told him to leave her alone and not to bother her anymore. He ignored her remarks and continued to harass her. The victim got onto several TTC buses only to be followed on and off them as she tried to evade him, fearing that he may become violent. When she entered the 3rd bus, the driver intervened on her behalf and order the accused off the bus at which time he assaulted the driver before getting off. The victim re-entered the bus from which she had fled when the accused got on and the driver closed the doors, preventing the accused from re-entering the bus. As the bus pulled away he began pounding on the doors smashing one of the panes of glass. Police were called and the accused was arrested by 12 Division officers, taken to the station, charged accordingly and held in custody pending a mandatory bail hearing.

B&E SUSPECT ARRESTED AFTER ALERT OFFICERS SEE THROUGH HIS ATTEMPT TO FALSELY IDENTIFY HIMSELF TO EVADE CAPTURE:
On Sunday, October 24th the accused was stopped by 31 Division officers and investigated regarding an unrelated matter. It is alleged that the accused attempt to identify himself using a false name and date of birth. The alert officers questioned him further and were eventually able to ascertain his true identity at which time they discovered that he was wanted on numerous bench warrants by 12 Division. Once he had been properly identified, the accused was taken to 12 Division where Detectives charged him with several additional charges including ‘Failing to Appear for Court’ plus the 4 outstanding bench warrants for break & enter and related offences. The accused was held in custody for yet another mandatory bail hearing.

FIVE YOUTHS ARRESTED IN CONNECTION WITH 5 STREET ROBBERIES THAT OCCURRED IN THE JANE & TRETHEWEY AREA:
It is alleged that: the five accused youths were involved in 5 separate street level robberies in the form of swarmings over the past 2 months. The five accused have been linked to the robberies through various forms of identification and observations by police. One youth is only 13 years of age, two more are 14, another 15, and the last 16 years. All live in the general area of the crimes. The victims ranged in age from 15 to 63 years and some suffered physical injuries at the hands of the accused. All lost various amounts of money, jewellery and other valuables as a result of the robberies. All the accused were arrested by 12 Division’s Street Crime Unit as a result of a lengthy and in depth investigation. They were taken to the station, charged and their respective parent or parents contacted and all were held in custody pending mandatory bail hearings.

TWO MALE YOUTHS ARRESTED FOR SEPTEMBER 11TH STREET ROBBERY IN AREA OF EAST DRIVE & SANDCLIFFE ROAD:
It is alleged that: on Sunday, September 11th, the victim was robbed by several youths, one wearing a disguise, in the area of East Drive and Sandcliffe Road and a quantity of valuables was stolen. Twelve Division Street Crime officers were assigned to the case and after many weeks of intensive investigation and follow-up, they were able to identify the two suspects. On Tuesday, October 18th, the SCU officers attended a Scarborough address and arrested one of the two youths. A short time later, they attended the second suspect’s address and placed him under arrest as well. Both were taken to the station where their parents were contacted, charges laid and both were held in custody pending a mandatory bail hearing.

YOUNG MAN ARRESTED BY S.C.U. OFFICERS FOR ROBBERY THAT OCCURRED AT LOCAL HIGH SCHOOL ON FRIDAY, OCTOBER 21ST:
It is alleged that: on Friday, October 21st, the accused youth committed a street level robbery at a local high school in company with another as yet unknown male acomplice. As they waited to be picked up by their parents after a school dance, the victims were confronted by the accused and the other suspect who indicated that they had a gun. The accused wore a disguise in an attempt to conceal his identity and threatened the victims with death during the robbery. They took various items of value from the victims including cash, jewellery and hockey tickets before fleeing the scene. Street Crime Unit officers tasked with the occurrence were able to identify the accused after a short investigation and arrested him on Monday, October 24th without incident. The accused is also being investigated in connection with a threatening occurrence and the second suspect for the robbery is currently still being sought by the 12 Division Street Crime Unit.

20 YEAR OLD MAN ARRESTED IN WEST LAKE PARK AFTER HE IS CAUGHT SELLING MARIJUANA & ECSTACY:
It is alleged that: on Monday, October 17th, at approximately 6:30 p.m., the accused, in company with 5 other young men, was observed by plainclothes officers. The group was found to be drinking beer and were investigated at which time five individual bags of marijuana were found on the accused along with 3 bagged ecstasy pills, $90.00 in cash and a cell phone. The drugs and cash were seized and the young man placed under arrest and taken to 12 Division. He was charged accordingly and held in custody pending a mandatory bail hearing.

ENFORCEMENT ACTIVITIES:

Uniformed officers have been patrolling on weekends in areas identified by way of resident-based complaints over the summer months. To date, a number of arrests have occurred and community response has been positive.

As a result of this past week-end’s efforts, the officers investigated approximately 39 people for varying reasons, conducted 10 residential and commercial checks, issuing 1 Liquor Licence Act charge, 1 Liquor Licence Act cautions and 7 Highway Traffic Act tickets. 14 people were also arrested over the period.

Also, the Community Response Unit will continue to pay special attention to licenced premises, after hour’s clubs, and booze cans within 12 Division that have resulted in 127 Liquor Licence Act charges laid against licenced & unlicenced premises over the past nine months for a variety of offences.

ANOTHER WESTON ROAD BOOZE CAN SHUT DOWN OVER WEEK-END:
Detectives from 12 Division acting on information obtained attended a basement address on Weston Road along with uniformed officers where they located an alleged illegal booze can. Approximately 145 people were found inside as well as numerous individuals loitering around outside. The operation was shut down, several vehicles tagged and towed and the owner of the property was located and cautioned regarding the illegal operation. Community Response Officers will follow-up on the matter and take appropriate action regarding any future operation.

Our officers are very involved in our neighbourhoods. Here are a few of the activities they have participated in:

Officers continue to attend numerous parks and conservation areas in the area and dealing with any disorderlies found loitering there and laying a number of charges relating to drugs, noise and arrested several individuals wanted on outstanding charges. Community Response Officers continue to patrol these areas and arrest and charge those who are found breaking the law. During the past week CRU officers have attended three public meetings, six schools, four parks, issued two Provincial Offences Tickets, arrested four people and investigated approximately thirty-four others. Also they have attended several events as well as paid special attention to areas where there have been community complaints concerning criminal or other related activities.

MAN ARRESTED FOR LURING YOUNG WOMAN INTO PROSTITUTION AND THREATENING TO KILL HER IF SHE REFUSED TO CONTINUE:

It is alleged that: over a period of time the victim was lured into working as a prostitute by the accused both through persuasion and threats. During the past several months, the victim had been coerced into continuing by the accused who first beat her up and then threatened her life on at least two occasions thereafter. The police became involved following a domestic call at the victim’s address where it became evident to officers that the victim had concerns for her safety. Major Crime Unit officers set up observations on the accused and who was arrested a short time later and taken to 12 Division where he was further investigated and found to be on probation for several previous criminal convictions. He was charged accordingly and held in custody pending a mandatory bail hearing.

ROBBERY SUSPECT IDENTIFIED THROUGH FINGER PRINTS AND ARRESTED BY 12 DIVISION STREET CRIME UNIT OFFICERS:
The SCU from 12 Division located and arrested a man wanted in connection with a street robbery that occurred back on September 11th on East Drive near Noble Park. It is alleged that the accused was involved in the robbery at which time a large amount of cash was taken from the victim’s wallet. Through further investigation, it came to light that the accused was involved and officers actively began searching for him, finally locating him on Tuesday, October 4th. He was arrested and taken to 12 Division where he was investigated further and subsequently charged with the robbery as well as failing to comply with probation that he was on at the time of the alleged offence.

ROBBERY SUSPECT NABBED BY ALERT PLAIN-CLOTHES OFFICERS IN AREA OF WESTON ROAD AND LOCUST STREET:
On Wednesday, October 5th 12 Division Major Crime Unit officers were out in the area of Weston Road and Locust Street when they received information that a robbery had just occurred and the suspect was armed with a handgun. They were quickly able to locate a male party who fit the description of the robbery suspect, as they approached the alleged suspect, he ran off and was observed reaching toward his belt area. The officers caught up with the suspect. A brief struggle ensued during which two officers received minor injuries. The suspect was handcuffed and searched at which time a loaded revolver was found along with a hunting knife, a large quantity marijuana, a quantity of crack cocaine, an electronic scale and approximately $135.00 in cash. During subsequent investigation at the station, it was found that the accused was out on bail on charges for firearm & drug-related offences and was wanted on two outstanding warrants as well. The accused was held in custody pending yet another mandatory bail hearing.

MAN ARRESTED IN CONNECTION WITH OCT. 3RD STREET ROBBERY BY 12 DIVISION MAJOR CRIME UNIT OFFICERS:
It is alleged that: on Monday, October 3rd the victim was robbed by a then unknown male while walking in the area of Weston Road and Oxford Street. At the time, the victim’s jewellery and apartment keys were taken. The suspect later attended the victim’s apartment while he was out and stole more property belonging to the victim. The incident was reported to the police who, through further investigation, were able to identify the alleged suspect and arrest him after he turned himself in to police once they contacted him. It was also found that the accused was out on bail at the time of the offences and was also charged accordingly and held in custody pending yet another mandatory bail hearing.

ANOTHER YOUNG MAN ARRESTED FOR DRIVING A STOLEN VAN & LEADING POLICE ON CHASE THROUGH RESIDENTIAL STREETS:
On the evening of Wednesday, Oct. 5th, the owner of a van parked his vehicle in his driveway. On the following day, it is alleged that 12 Division officers observed the accused driving the van. When officers attempted to stop the van, the accused refused to stop and engaged the police in a high-speed pursuit through several residential streets before abandoning the vehicle. He fled on foot into nearby backyards at which time the police set up a perimeter and requested a K-9 Unit to attend. After a brief search, the accused was located and apprehend by the K-9 Unit and turned over to the 12 Division officers. The accused was taken to the station where he was charged accordingly and held in custody pending a mandatory bail hearing.

27 YEAR-OLD MALE DRIVER ARRESTED FOR IMPAIRED DRIVING AFTER HITTING PARKED CAR ON ROGERS ROAD:
During the early morning hours of Monday, October 17th, it is alleged that the accused male was operating a vehicle while his ability to drive was impaired by alcohol. Police were called to the scene of an accident involving the accused and a parked car on Rogers Road at which time it was discovered that the accused had been drinking. Officers placed him under arrest and demanded a sample of his breath and transported him to traffic services where he provided two samples of his breath and was charged accordingly.

TWO WOMEN ARRESTED AFTER BEING FOUND IN AN EMPTY APARTMENT AT ON LAMBTON AVENUE USING DRUGS:
On Sunday, October 16th, officers from 12 Division attended a Lambton Avenue apartment building after receiving complaints from tenants that squatters had taken over a vacant apartment there. It is alleged that the officers found the two accused women inside the apartment smoking crack cocaine. The women immediately tried to dispose of the drugs. The pair were arrested, the drugs seized as evidence, and all were taken to the station where the two women were further investigated and both found to be failing to comply with their respective bail or probation conditions. Both were charged accordingly and held in custody pending a mandatory bail hearing.

At approximately 5:30 p.m. on Tuesday, October 4th, 12 Division Community Response Unit officers attended the park to check on complaints of drug use received from the surrounding community. At that time, it is alleged that the officers located the two youths in company with one another. The two accused had both been arrested in connection with a prior criminal offence and part of their bail conditions was that they were not to associate with one another. As a result, both youth were taken to 12 Division where their parents were notified, they were charged accordingly, and were held in custody pending yet another mandatory bail hearing.

On Wednesday, October 5th, Street Crime Unit officers arrested the three alleged suspects after they were identified as being responsible for an earlier attack on a 15 year-old girl who has the mental capacity of a 9 year-old. The victim suffered several broken ribs as a result of the attack and had some of her property stolen by the alleged suspects who left her injured on the street. All three accused were taken to 12 Division where their parents were contacted. Charges were laid and they were held in custody pending a mandatory bail hearing.

YOUNG MAN ARRESTED FOR ASSAULTING NEIGHBOUR’S SON WITHOUT APPARENT PROVOCATION OR REMORSE:
On Wednesday, October 5th, it is alleged that the accused became embroiled in a dispute with his neighbour’s son at which time he punched him several times causing numerous injuries. Police were called but the accused had left the scene prior to their arrival and remained out of sight up until recently at which time police located him and placed him under arrest. The accused was taken to 12 Division where it came to light that he was already out on bail on other charges as a Young Offender. He was then charged with the Assault and Failing to Comply with his bail conditions and held in custody pending yet another mandatory bail hearing.

MAN ARRESTED ON DRUG TRAFFICKING CHARGES AFTER BEING STOPPED DURING A ROUTINE RIDE SPOT CHECK:
On Tuesday, October 4th the accused was caught in a routine ‘RIDE’ Spot Check on Weston Road just north of Eglinton Avenue West. After waiting in line for several minutes he made a U-turn and headed north on Weston Road. Officers noticed the accused’s movements and stopped the accused’s vehicle a short distance away at which time it is alleged that he showed the usual signs of impairment and a sample of his breath was demanded. He was placed under arrest and his vehicle searched prior to being towed at which time it is alleged that a quantity of marijuana and stolen property was found. He was taken to a police station where he was tested for alcohol consumption and further investigated. As a result, he was found to be over the legal limit as well being on probation and that he was driving while disqualified from driving. He was then taken to 12 Division where he was subsequently charged with the marijuana possession and the stolen property found in his car. He was held in custody pending a mandatory bail hearing.

In anticipation of the return to school by our neighbourhood children, the Toronto Police Service is implementing the Safe Streets Program once again this year. Commencing Tuesday, September 6th, police officers from across the city will be assigned to actively enforce speed limits and crosswalks in and around our schools. Once school commences, school bus laws will also be rigorously enforced as well as child seat and seat belt laws. This program will continue on for 5 weeks until October 10th and is intended to draw to everyone’s attention the need to slow down and pay special attention in and around schools and particularly to children’s activities. Also included in this program are issues of bullying, swarmings and graffiti within the school population. Last year over 4,000 tickets were issued, 1,500 TTC checks were done and 44 arrests made. Also commencing on September 26th will be a province-wide seat belt campaign, which will see police officers across the province actively engage in checking for seat belt wear. This is in conjunction with the new child seat laws, which came into effect on September 1st. Further information will be forth coming in the weeks ahead.

SAFETY PREVENTION TIP OF THE MONTH:

Halloween Safety Tips for Parents & Children:

· Make sure children have a full stomach before they go out - that way they are less tempted to eat the treats before they are checked.
· Costumes should be made of fire-retardant material with reflective material on both front and back.
· Remember if you are wearing a costume, make sure that it is short enough that it will not trip you.
· Face make-up is preferred over masks, but if you wear a mask, make sure the holes are large enough for both your eyes and proper breathing. Also, wear your mask on top of you head between stops.
· Always travel in a group and if at all possible have a parent or an adult travel with you.
· When trick or treating, do one side of the street, cross at the corner and then do the other side. DO NOT RUN CRISS CROSSSING THE STREET BETWEEN PARKED CARS>
· When Trick or Treating, only go to the front door and never enter anyone’s home.
· Carry a flashlight.
· Always have your parents check on your treats.
· Parents remember: “when in doubt, throw it out”.
· Always be careful.

MAN ARRESTED ON NUMEROUS WEAPONS CHARGES AFTER HOUSE RAIDED BY POLICE:

It is alleged that: on September 23rd 12 Division MCU officers acting on information gained as a result of an ongoing death threats investigation conducted a search warrant on the accused address located at 1759 Keele Street at which time they located several weapons. The accused was already on probation for prior weapons offences and was prohibited from possessing any such weapons by the courts. The officers located a prohibited flick-style knife and an authentic replica pellet gun, which were seized. The accused was taken to 12 Division where he was investigated further, charged with numerous offences relating to the initial investigation as well as the weapons that were found. He was held in custody pending a mandatory bail hearing

CRIMINAL ACTIVITIES/ARRESTS:

MAN ARRESTED FOR SETTING CAR ON FIRE BELONGING TO LONGTIME FEMALE FRIEND AFTER BEING RELEASED FROM JAIL:
The victim and the accused had been long time friends but not without it’s ups and downs. The accused had on several occasions caused problems, which eventually resulted in criminal charges being laid against him by the police. On the last occasion the accused crossed the line and assaulted the victim where upon conviction was sent to jail for a brief period and was ordered not to have contact with the victim except with her express consent. After a time she gave her consent which resulted in the arrest of the accused and further criminal charges laid. The accused remained in jail for several months until his trial date and was subsequently released as the victim failed to appear in court. He continued to harass the victim and eventually stole her car and set it on fire, he also threw out all the victim’s belongings, which had been stored in his garage. Upon his arrest he freely admitted that he had stolen the car and set it ablaze as well as placing up to 50 harassing phone calls a day to the victim prior to the car incident.

MAN STOPPED FOR TRAFFIC VIOLATION WINDS UP ARRESTED AS AN ILLEGAL IMMIGRANT & DRIVING UNDER SUSPESION:
On Thursday, September 22nd the accused was observed making a Highway Traffic Act infraction and was stopped by the arresting officer. During the initial investigation the accused lied to the 12 Division officer as to his identity. It seems that he had been convicted of Impaired Driving the day before and along with other penalties his licence had been suspended for one year. The officer, upon investigating the accused further, discovered that he had been lying about his name and as a result found out about the Impaired Driving conviction and an outstanding immigration want. The accused was taken to the station where he was charged accordingly and held in custody pending a bail hearing and Immigration Officers.

23 YEAR-OLD MAN ALREADY ON PROBATION ARRESTED FOR BREAK & ENTER INTO A NEIGHBOURHOOD GARAGE & DRUGS:
On Sunday, September 25th the accused broke into a garage located on Rowntree Avenue and was confronted shortly thereafter by the irate owner of the property. The accused fled for his life through adjoining backyards and made good his escape. The owner called police immediately and provided a good description of the accused who quickly located the accused a short distance away. He was arrested and taken to 12 Division where he was charged with numerous related offences as well as a drug charge as he was found to have a small quantity of marijuana on him when arrested.

YOUTH ARRESTS:

17 YEAR-OLD IGNORS PROBATION ORDERS AND WINDS UP ARRESTED ONLY TO BE CAUGHT SMUGGLING GRASS INTO JAIL:
Over the past year the accused youth has been convicted of several criminal offences and placed on probation with certain conditions, which included the following. Report regularly as directed to his probation officer, obey a curfew and reside at a designated residence. The accused youth chose to ignore all of these conditions and as such had a warrant taken out for his arrest. The accused gave himself at 12 Division and was arrested held in custody pending yet another mandatory bail hearing. After his arrest he was seached and a quantity of marijuana was found concealed on his person.

STUDENT ASSAULTS TEACHER AT SCHOOL AND WINDS UP BEING ARRESTED FOR MARIJUANA POSSESSION AS WELL:
On Tuesday, September 20th the accused assaulted one of his teachers by grabbing her arm and twisting it until he had put her arm behind her back. The incident was not immediately reported to the police and as such nothing was done until Wednesday when the police attended the school and arrested him. During a search of the accused youth a quantity of marijuana was found, six separate baggie’s each containing a small quantity ready for sale. The youth was then taken to station where he was charged and held in custody at 12 Division pending a mandatory bail hearing.

ONE MAN ARRESTED ON DRUG DEALING CHARGES AFTER RAID ON HOUSE TURNS UP A QUANTITY OF COCAINE & MARIJUANA:
Major Crime Unit officers from 12 Division conducted a raid on a house located on Dalrymple Drive after reports that one of the tenants may be in possession of a handgun. Once inside they discovered the accused along with a quantity of cocaine and marijuana which was seized and the accused arrested and transported to the station. Two drug charges were laid and the accused was held in custody pending a mandatory bail hearing.

YOUTH CRIME:

16 YEAR-OLD FEMALE STUDENT ATTACKS ANOTHER FEMALE STUDENT AFTER DISPUTE ERUPTS IN SCHOOLYARD:
On Tuesday, September 20th the victim and the accused were at school out in the yard at which time the two became involved in a verbal dispute during which the accused claimed that the victim had lice. The victim was sent to the office and then allowed to go home for lunch. Upon her return she was confronted by the accused that spat on the victim’s face then picked up a wood stick and struck the victim with it in the face. The victim received red marks to her face and neck as a result of the attack, but did not require medical attention. The victim reported the incident to school staff who called police and as a result the accused was arrested and taken to 12 Division where her parent(s) were contacted. She was charge charged accordingly and held in custody pending a mandatory bail hearing.

ENFORCEMENT ACTIVITIES:

Uniformed officers have been patrolling on weekends in areas identified by way of resident-based complaints over the summer months. To date a number of arrests have occurred and community response has been positive.

As a result of this past week-ends efforts the officers investigated approximately 68 people for varying reasons, conducted 11 residential and commercial checks, issuing 4 Liquor Licence Act charges, 1 Liquor Licence Act cautions and 7 Highway Traffic Act tickets. 4 people were also arrested over the period.

Also the Community Response Unit has continued to pay special attention to licenced premises, after hours clubs and booze cans within 12 Division which have resulted in two more licenced premises being charged under the Liquor Licence Act over the past week for a variety of offences.


TRAFFIC INITIATIVES & ENFORCEMENT:

In anticipation of the return to school by our neighbourhood children the Service is implementing the Safe Streets Program once again this year. Commencing Tuesday, September 6th police officers from across the city will be assigned to actively enforce speed limits and cross walks in and around our schools. Once school commences school bus laws will also be rigorously enforced as well as child seat and seat belt laws. This program will continue on for 5 weeks until October 10th and is intended to draw to everyone’s attention the need to slow down and pay special attention in and around schools and in particular to children’s activities. Also included in this program are issues of bullying, swarmings and graffiti within the school population. Last year over 4,000 tickets were issued, 1,500 TTC checks were done and 44 arrests made. Also commencing on September 26th will be a province-wide seat belt campaign, which will see police officers across the province actively engage in checking for seat belt wear. This is in conjunction with the new child seat laws, which came into effect on September 1st. Further information will be forth coming in the weeks ahead.


COMMUNITY OUTREACH:

Our officers are very involved in our neighbourhoods. Here are a few of the activities they have participated in:

Officers continue to attended numerous parks and conservation areas in the area and dealing with any disorderlies found loitering there and laying a number of charges relating to drugs, noise and arrested several individuals wanted on outstanding charges. Community Response Officers continue to patrol these areas and arrest and charge those who are found breaking the law. During the past week CRU officers have attended five public meetings, eight schools, 7 parks, issued seven Provincial Offences Tickets, arrested two people and investigated approximately twenty-eight others. Also they have attended several two events as well as paid special attention to areas where their have been community complaints concerning criminal or other related activities.

September is back to school time and as such children will be children and will not be paying as much attention to traffic as they should. Drivers are reminded to pay special attention in and around schools and school buses in particular. The fines for failure to stop for a school bus have increased to $2,000.00 effective September 1st 2005. Therefore remember to stop for school buses anywhere on city streets, regardless of the number of lanes, when their red stoplights are flashing.

ARREST OF THE WEEK: Sep 13 -19 05

2 MEN ARRESTED THEY ATTACK FAMILY MEMBER WITH EXACTO KNIVES OUTSIDE OF APARTMENT BUILDING OPPOSITE STATION:

It is alleged that: on Thursday, September 15th the two victims and the two accused men became involved in a dispute over a female relative that they had in common. It seems that the two victims took the female relative out for a night on the town during the week previous and the two accused took exception to that and became very upset. At approximately 5:30pm victim #1 was waiting outside his Martha Eatonway apartment building for victim #2 to pick him up. The suspects approached victim #1 at which time one of the suspects drew an exacto knife from his pocket and began threatening victim #1 with it. He immediately took flight and was chased by the two suspects down the driveway. Victim #2 drove up at this point and seeing the situation stopped and tried to intervene and settle the situation down. As soon as he got to the two suspects they grabbed him and suspect #1 with the knife began slashing at him cutting him badly several times before he was able to try and roll away from the attack. Suspect #1 continued the attack, slashing victim #2 across the back one more time in the process before running off with the other suspect into the lobby of the apartment building. Victim # 1 returned to assist #2 and called 911 who responded immediately and took the badly injured victim to the hospital. Officers from 12 Division arrived at the same time and searched for the two suspects without success but were able to identify the two suspects with the help of the victims. Attempt Murder warrants were taken out for the two accused men who continued to elude police for several days before they were arrested at 12 Division on Monday, September 19th. The victim suffered a 3” laceration across and through his left eyelid into his eyeball. A deep 3 to 4” laceration across the neck and a third 6” laceration across his back all of which required immediate surgery at the hospital. It is unknown at this time if the victim will lose his sight in the injured eye but will definitely require plastic surgery to repair the damage.

MAN ARRESTED ON BENCH WARRANTS AFTER HE SHOWS UP AT PARENTS HOUSE CAUSING TROUBLE & DEMANDING MONEY:
On Friday, September 16th the accused, who is currently out on bail for criminal charges, showed up at his parent’s home uninvited and demanded money from them? When they refused he became agitated and began swearing at them and acted in a threatening manner. Police attended and upon investigating the accused they discovered that not only was he breaching several of his bail conditions he was also wanted on two bench warrants for Criminal Harassment and Fail to Comply – Probation. The accused was arrested and taken to 12 Division where he was charged accordingly and held in custody pending yet another mandatory bail hearing.

YOUTH WITH A TOY GUN ARRESTED AFTER THREATENING REPAIRMAN FOR MAKING NOISE WHILE FIXING DOOR LOCK:
On Friday, September 16th the victim was engaged in repairing a broken door lock at apt. #401 which was located next door to the accused apartment. After a short while the accused came out and complained that the victim was making to much noise and threatened him. After a brief exchange of heated words the accused went back into his apartment and the victim continued working. A short time later the accused came back out into the hallway this time with a gun making gestures towards the victim. The accused youth then re-entered his apartment and the victim left to call the police. Officers from 12 Division attended along with ETF officers and the accused was arrested without incident and taken to the station where he was charged with several gun related offences and held in custody pending another mandatory bail hearing. The apartment was searched at the time of arrest and a toy plastic gun was found broken into four pieces in a garbage can.

DRUG ARRESTS:

RESIDENT ALIEN OF U.S. ILLEGALLY IN CANADA ARRESTED FOR DRUG DEALING BY 12 MAJOR CRIME UNIT OFFICERS:
On Monday, September 12th during the late afternoon hours MCU officers attended the Jane and Weston Road area and observed the accused engaged in apparent drug transactions. After further investigation the accused male was placed under arrest and searched at which time a quantity of crack cocaine was located. Once placed under arrest the accused man advised officers that he was a resident alien of the United States and was staying in Canada illegally since 2003. The accused was taken to the station where he was charged and held in custody pending a mandatory bail hearing. Immigration Canada was also contacted regarding following up on the accused status in Canada.

TWO MEN ARRESTED DEALING DRUGS FROM A CAR IN THE AREA OF GOLDWIN AVENUE BY 12 DIVISION MCU OFFICERS:
Shortly after the above arrest MCU officers noticed the two accused in a vehicle heading for Goldwin Avenue located several blocks from the same location where the previous arrest had been made. After stopping the car and conducting a brief investigation the two men were arrested after a struggle and searched at which time over 28 grams of cocaine was located. Also approximately $460.00 in small bills was found on one of the accused and was seized along with the drugs. Both men were taken to 12 Division where after further investigation it came to light that they were out on bail for prior criminal offences. As a result they were charged accordingly and held in custody pending yet another mandatory bail hearing.

YOUTH CRIME:

15 YEAR-OLD FEMALE ARRESTED FOR THREATENING TWO SISTERS WITH A KNIFE AT THE FRONT DOOR OF THEIR HOME:
On September 12th sometime after school the accused youth attended the home of the two victims and rang the doorbell, when one of the sisters answered the door the accused engaged in a verbal argument with the two victims. At some point she (accused) pulled out a knife and threatened to stab the two sisters at which point one of the sisters went to the phone and called the police. When the accused youth saw the police coming she dropped the knife and ran off but was quickly located by the attending officers. The 15 year-old was placed under arrest and taken to 12 Division where her parents were called to attend and she was eventually charged and held in custody pending a mandatory bail hearing.

THREE YOUTHS ARRESTED FOR B & E’S WHILE OUT PLAYING HOOKEY FROM LOCAL SCHOOL THEN RETURNING TO CLASS:
On September 7th last the three accused youths broke into a house and stole a quantity of video equipment and games. Over the next few weeks they broke into a series of homes and apartments and stole similar items. In fact one of the youths was a previous victim of one of the thefts committed earlier on and when he found out who was involved he joined them in committing more. The accused youths would attend school then sneak out commit the entries and then return to school in an effort to provide an alibi for themselves. Street Crime Officers from 12 Division after an intensive investigation managed to identify the three and arrested them at their local high school. As a result of the arrest a large quantity of the stolen property was recovered and returned to it’s owners.

ARREST OF THE MONTH: AUGUST - 2005

TWO 13 & 15 YEAR-OLDS ARRESTED FOR NUMEROUS BREAK & ENTERS INTO HOMES IN THE KEELE AND EGLINTON AREA:

It is alleged that: that the two youths were part of a group of teens who have been responsible for a number of break & enters into peoples homes in the Eglinton Avenue and Keele Street area over the past few weeks. 12 Division MCU and SCU officers who arrested the pair on Thursday, August 25th identified the two youths after an intensive investigation. A third youth who was sought in connection with these entries and was arrested the following day. As a result of the arrests a large quantity of stolen items was recovered and the items returned to their rightful owners. The parents of the three youths were advised of their arrests and all three youths were held in custody pending a mandatory bail hearing.

CRIMINAL ACTIVITIES/ARRESTS:

3 YOUTHS ARRESTED ON BREAK & ENTER CHARGES AFTER A SERIES OF ENTRIES HAD PLAGUED THE AREA:
Over the past few weeks a series of break-ins have occurred where the suspects would use stolen Chrysler mini-vans to smash in the front door or window of variety stores, etc. Once entry was gained the culprits would remove cigarettes, cash and lottery tickets before escaping in the damaged vans which they would dump nearby and escape in a second stolen van. During the early morning hours of Sunday, August 21st plain-clothes officers observed two stolen vans driving in the Rogers Road area. They immediately enlisted the assistance of the uniformed CAP patrol officers and stopped the 2 vehicles without incident and arrested the four occupants. Three of the occupants were youths and the fourth occupant was a 27 year-old man who was apparently the ringleader of the group. Each of the four male suspects were searched at which time one was found to have a 9 inch hunting knife on his person. They were all then taken to 12 Division where they were charged accordingly and held in custody pending a mandatory bail hearing the next morning.

TWO MEN ARRESTED IN CONNECTION WITH A SERIES OF BREAK & ENTERS COMMITTED IN AND AROUND 12 DIVISION:
On Monday, August 22nd the two alleged B & E artists luck ran out and were arrested while committing yet another break & enter into a shop located on Rogers Road. The two accused were caught red handed by police who were already looking for them in connection with a series of prior entries into other stores in the area. The Major Crime Unit in 12 Division had identified the two men as result of an ongoing investigation and had taken out warrants for their arrest. However, the two had managed to elude officers up until the time of their arrest. Both men were arrested without incident and taken to 12 Division where they were charged for the above break & enter and held in custody pending a mandatory bail hearing. MCU officers attended the jail and spoke with the two men who admitted to approximately 20 other entries which resulted in over 90 new charges being laid against them.

ENFORCEMENT ACTIVITIES:

Extra uniformed officers have been patrolling on weekends in areas identified by way of resident-based complaints over the summer months. To date a number of arrests have occurred and community response has been positive. In response to the increased gun violence these Community Action Patrols have been increased both in size and number in 12 Division. Uniformed officers from both 13 and 53 Divisions have been sent to bolster the number of officers from 12 Division already assigned to these special details. Also officers from specialized units have been drafted to participate in these CAP patrol initiatives over the next few weeks.

Inclement weather over this past week-end limited the number of people who ventured out of doors and as such the officers found only limited activity requiring their attention. As a result the officers investigated only approximately 85 people for varying reasons, conducted 22 residential and commercial checks, issuing 1 Liquor Licence Act charge, 14 Liquor Licence Act cautions and 5 Highway Traffic Act cautions. Eight people were arrested for mainly minor infractions over the three nights mainly due to the weather. However next weekend should prove to be more active as warm weather is expected to prevail and the resulting level of outdoor activities will no doubt increase.

TRAFFIC INITIATIVES & ENFORCEMENT:

In anticipation of the return to school by our neighbourhood children the Service is implementing the Safe Streets Program once again this year. Commencing Monday August 29th police officers from across the city will be assigned to actively enforce speed limits and cross walks in and around our schools. Once school commences school bus laws will also be rigorously enforced as well as child seat and seat belt laws. This program will continue on for 5 weeks and is intended to draw to everyone’s attention the need to slow down and pay special attention in and around schools and in particular to children’s activities.

MAN & WOMEN ARRESTED FOR TRAFFIKING IN HEROIN BY 12 DIVISION MAJOR CRIME UNIT OFFICERS:
The arrest of the two parties ended several weeks of investigation after reports by residents of drug trafficking in the area of Greenbrook and Keele Streets. Twelve division plain-clothes officers took up observations in the area and observed what appeared to be illicit drug dealings. On Saturday July 16th the officers executed a search warrant at a Mississauga address and located a large quantity of Heroin valued in excess of $60,000.00. Also found was a quantity of marijuana valued at $450.00 and 15 Ecstasy pills. A male and female were taken into custody and charged with a variety of drug related offences.

TRAFFIC ENFORCEMENT CONTINUES AS A PRIORITY:

SPEEDING DRIVER ARRESTED AFTER HE REFUSES BREATH TEST WHEN STOPPED ON EGLINTON AVENUE AT KEELE:
On July 13th the accused male was observed to be speeding eastbound on Eglinton Avenue West near Keele Street and was stopped by a traffic officer. Once stopped it became apparent to the officer the man had been drinking. When questioned he admitted to drinking and agreed to a roadside breath test. He failed the test but refused further testing. He was arrested for refusing the Breathalyzer test and charged.

RED LIGHT JUMPING DRIVER ATTRACTS POLICE ATTENTION AND WHEN STOPPED HE TESTS OVER THE LEGAL LIMIT:

On July 16th near midnight, a traffic officer observed the accused running a red light in the area of Davenport Road and Osler Street. The officer gave chase and stopped the accused at which time the officer noticed the strong smell of alcohol coming from the car. The driver admitted to drinking earlier on and a roadside test was given to the accused. The driver failed. A sample of his breath was then demanded by the officer, which the accused provided blowing over the legal limit twice. He was charged accordingly.

THIRD MAN THIS WEEK ARRESTED FOR IMPAIRED DRIVING AFTER HE RUNS RED LIGHT IN BUSY INTERSECTION:

On Sunday, July 17th during the early morning hours a male driver was observed driving through a red light at the intersection of St. Clair Avenue West and Jane Street. The officer who saw the accused stopped him a short distance away and quickly came to the conclusion the accused had been drinking. A breath sample was demanded. Both tests proved to be well over the limit and the driver was charged.

TWO MEN ARRESTED AFTER THEY ATTEMPT TO UNLOAD PROPERTY FROM A STOLEN TRACTOR TRAILER:

The two men were observed by officers during the evening hours of Monday, July 11th approaching a stolen tractor-trailer. The trailer load of goods had been reported stolen earlier from Mississauga and had been traced to its present location. Officers from 12 Division set up surveillance and when the two suspects arrived and opened up the trailer they were immediately arrested. Investigations are continuing, as there have been a high number of similar thefts taking place throughout the GTA.

2 YOUNG MEN ARRESTED AFTER THEY WERE SEEN BREAKING INTO STORE LOCATED NEAR 2900 BLOCK OF ST. CLAIR WEST:

On Thursday, July 14th in the early morning hours three men broke into a store on St. Clair Avenue West. Two men smashed the front glass of the store and entered, while the third kept watch outside. Police attended and the third man fled after warning the two inside of the impending arrival of the police. The remaining two suspects attempted to flee through the nearby alleyway throwing stolen items from their pockets as they went. They were eventually apprehended. One was found lying under a flatbed truck and the other hiding in his sister’s car. Various tools including screwdrivers and a crowbar were found at the scene outside of the store. Both men were taken to the station and charged accordingly including one of them who was already out on bail from a previous criminal arrest. Both were held in custody pending a mandatory bail hearing. The third suspect remains at large and investigations are continuing. MAN ARRESTED FOR BREACHING HIS BAIL CONDITIONS BY BREAKING INTO A NEIGHBOURHOOD GARAGE:

On Monday, July 11th during the late evening hours, a male was observed entering a garage on Osler Street by the homeowner who called police. When police arrived they found the man hiding behind a van parked inside the garage. He was arrested without incident. After further investigation it was learned the man was already out on bail for previous Break & Enters.

MAN ARRESTED AFTER LYING TO THE POLICE ABOUT HIS IDENTITY WAS KNOWINGLY VIOLATING HIS BAIL

Police arrested a 23 year-old male, on Tuesday, July 12th in the late evening hours for breaching his bail conditions. The male was currently on bail in relation to a number of gun related charges and had conditions which included a curfew. Knowing he was out past his curfew, the male lied to police about his identity. After some investigation the lie was revealed and the male was arrested and charged accordingly.

TWO WOMEN ARRESTED AFTER CAUGHT TRYING TO DEFRAUD HOME DEPOT BY USING PHONEY CREDIT CARDS:

On Wednesday, July 13th the two women entered the Home Depot store located on St. Clair Avenue West and Keele Street and selected a wide variety of items. They paid for the items with fraudulent credit cards at which time they were met by security and placed under arrest. The police were called and as a result of further investigation the van belonging to the two women was located in the store parking lot. When checked the van was found to be full of items purchased with fraudulent credit cards from a nearby Future Shop. Both women were charged and held in custody pending a mandatory bail hearing.

OFFICERS CONTINUE TO PAY SPECIAL ATTENTION TO BOOZE-CANS AND LICENCED PREMISES OVER THE SUMMER:

In the past two months, the Community Response Unit, responding to ongoing community complaints about booze-cans and licenced premises, has laid almost one hundred charges related to drinking, noise, parking and damage to residential property. In some cases Canada Revenue Agency has been notified to examine the income tax implications of the illegally run operations. All locations investigated/charged had been given prior notice of enforcement action and they continued committing violations. This enforcement action will continue on throughout the summer.

POLICE RUN CHILDREN’S SOCCER CAMP SPONSORED BY PRO-ACTION READY TO GO AGAIN THIS YEAR IN 12 DIVISION:

For the fourth year in a row “Kicks for Kids”, a children’s soccer camp, sponsored by PRO-Action and run by 12 Division’s Community Response Unit will be held at the Weston Lions Club Park. Camp runs from August 2 to August 5 and approximately 35 children ranging in ages from 4 to 12 years are expected to attend. Officers volunteer their time in an effort to foster positive youth-police relationships and the children not only learn soccer skills but get to see the police in a supportive role. Everyone involved will no doubt have a great week of fun.

3 MEN & 1 WOMAN ARRESTED DURING POLICE SWEEP OF THE WESTON ROAD AND EGLINTON AVENUE WEST AREA:

Uniform and Plain Clothes officers from 12 Division’s Major Crime, Community Response and Street Task Force units descended on the area of Weston Road and Eglinton Avenue on Tuesday, June 28th arresting four people for a variety of offences. Officers checked various parquets, licenced establishments and other areas known to cause problems as well as walked the streets speaking with concerned citizens. This area was targeted last year at which time the police were very successful in cleaning up the area. Since that time however there has been a gradual return to some of the past problems and in order to prevent any further deterioration 12 Division has taken a proactive stance and will be paying extra attention to the area over the summer months. In this latest instance one man was arrested for public drunkenness, another on an immigration warrant and a man and a women for drug and weapons offences.

TRAFFIC ENFORCEMENT ACTIVITIES:

The ‘Cycle Right’ Campaign kicked off last week as announced and has been by all reports quite successful in reducing the number of bicycle related accidents and traffic offences committed by cyclists. The campaign while focusing on enforcement also has officers cautioning parents on the wearing of helmets and making sure their children’s bikes as well as their own are properly equipped. The ‘Cycle Right’ initiative will continue for at least another week and officers will be watching for cyclists who ignore the rules of the road. Also as a reminder cyclists are required to identify themselves to an officer under the Highway Traffic Act.


TRACTOR TRAILER ROLLOVER ON CITY STREET CAUSES DISRUPTION TO RESIDENTIAL TRAFFIC IN AREA:
Luckily no pedestrians were injured when a tractor-trailer rolled over on its side at the intersection of Alliance Avenue and Cliff Street on Monday, June 27th in the late afternoon. This normally busy intersection was unusually quiet when a tractor trailer which had just finished loading down the street at 501 Alliance rolled over when the driver attempted to make the turn onto Cliff Street. Both the driver and a passenger in the truck cab were injured and had to be taken to the hospital by ambulance, their injuries were not considered to be life threatening however. Police attended the scene and investigated the accident, which kept the streets closed for approximately 5 hours. The cause of the accident appeared to have been caused by a combination of speed and a poorly secured load, which shifted when they attempted the tight turn. As a result of the investigation both the driver and the passenger will be charged in connection with the accident.

27 YEAR-OLD MAN ARRESTED ON HIS BIRTHDAY AFTER HE BROKE INTO A PHARMACY AND STOLE DRUGS:
On Friday, July 1st the accused male in an apparent attempt to celebrate his birthday with drugs, as opposed to alcohol, smashed the front window of an Eglinton Avenue West pharmacy and once inside stole a quantity of drugs. He then left the premises ingesting some of the drugs as he went, all the while being followed by a witness who had already called the police. The police arrested the accused a short distance away and transported him to a nearby hospital where he was admitted for observation due to the drugs. He was eventually released with no apparent ill effects and taken to 12 Division where he was charged and released on his own recognizance to appear in court at a later date.

THREE MALE YOUNG OFFENDERS ARRESTED FOR BREACHING THEIR BAIL CONDITIONS AFTER THEY ARE FOUND DRINKING:
On Monday, June 27th Street Crime Unit officers while conducting routine checks of known gang member hangouts found 8 to 10 youths drinking in the ravine area at the south end of Keele Street. Three of the youths were well known to police and were recognized as being out on bail and in breach of their bail conditions. All three youths were arrested and taken to 12 Division where they were charged and held in custody pending yet another mandatory bail hearing.

23 YEAR-OLD ARRESTED FOR THREATENING POOL STAFF WITH REPLICA GUN AFTER BEING EJECTED FROM POOL AREA:
On July 1st the accused man entered the Smythe Park Swimming Pool and went into a gated area where a children’s swimming class was in progress. He was asked to leave several times before he finally left in a fit of anger and staff went back to the swimming lesson. The accused returned a short time later brandishing a silver handgun at the pool staff who had ejected him earlier. Police were called and attended the pool but the accused man had already left but he was arrested a short time later and the gun was recovered which turned out to be a replica. The man was taken to 12 Division where he was charged and held in custody pending a mandatory bail hearing. While at the station he also caused damage to one of the cells and was also charged with an added offence as a result. No one was injured and the man was kept from coming anywhere near the children during either of his visits.

17 YEAR-OLD YOUTH ARRESTED AFTER HE FIRED OFF TWO-ROMAN CANDLES AT ANOTHER MALE CAUSING BURNS TO NECK:
On Sunday, July 3rd the accused youth who was already out on bail for prior criminal offences fired to Roman Candle fireworks at the victim. The victim was struck on the back of the neck as he tried to run away causing burns, which required medical attention. The victim then confronted the accused concerning the assault and was then punched in the face for his trouble. Police were called and the accused youth was arrested and charged with numerous offences as a result of the attack and the breach of his bail conditions. He was taken to 12 Division where he was held in custody pending yet another mandatory bail hearing.

COMMUNITY OUTREACH:

Our officers are very involved in our neighbourhoods. Here are a few of the activities they participate during the month of July:
On Friday, July 1st several Canada Events were held within 12 Division, both Amesbury Park and the Weston Lions Park were the scene for these daylong festivities. One of the parks even had the Coppertones which is a band made up of Toronto Police Service personnel who volunteer to perform popular tunes for the crowds at such events. Many police officers including a Senior Officer from 12 Division attended both of these popular events which were well attended by members of the surrounding communities. A good time was had by all.


ARREST OF THE WEEK: June 14 – 20th

IRATE FEMALE CHARGED WITH ASSAULT FOR AN UNPROVOKED ATTACK ON OFFICERS CONDUCTING ROUTINE TRAFFIC STOP:

On Wednesday, June 15th during the early morning hours, uniformed officers stopped a vehicle in the area of Black Creek Drive north of Eglinton Avenue for having improper plates. The driver had been drinking and the passenger was wanted on an outstanding warrant. A tow truck was called and offices were in the process of removing the improper plates from the vehicle when the accused drove up. She exited her car and, visibly agitated, spoke to the driver telling him not to talk to the racist police and that they can’t tow his car. She then loudly confronted the officers accusing them of racism, and tried to prevent them from carrying out their duties. The officers cautioned her several times that she was obstructing them. She then got back into her car and reversed it into a position that prevented the tow truck from towing the other car. The accused then exited her car yelling racial slurs at the officers. The officers cautioned her several times and directed her to move her vehicle. The accused then tried to convince the driver to get into her car and leave. He refused. The accused then swung her car door open striking a nearby officer and knocking her backwards. The officer then attempted to arrest the accused but the accused resisted and two other officers had to assist. A violent struggle took place as the accused woman resisted and attempted to get back into her car. During the struggle she deliberately damaged one of the officer’s radio as he tried to call for back up and she kicked another officer several times. She was eventually handcuffed and placed in the rear of a police car where she attempted to break a rear door window by smashing her head against it. The accused was then taken to 12 Division where she was charged accordingly and held in custody pending a mandatory bail hearing. The occupants of the original car stop, who were black, did not participate or encourage the actions of the accused nor did they apparently appreciate her actions on their behalf.

43 YEAR-OLD WOMAN ASSAULTED BY CAR LOT OWNER OVER PARKING DISPUTE IN AREA OF WESTON RD & MAHONEY:

The victim of this vicious assault had been harassed by the accused for several months, as he wrongly believed that she was responsible for problems he had with street parking. It seems that his used car business was in the habit of parking cars on the side street that the victim resided on and as a result the cars were being regularly ticketed and sometimes towed. The accused on Monday, June 13th saw the victim on the street near her home and confronted her, attacking her first verbally, then physically. He pushed her to the ground hard enough for her to hit her head on the pavement knocking her unconscious. As a result of the blow she suffered a concussion as well as bruises to her back etc. A witness called the police and the victim was taken to the hospital by ambulance and the accused was arrested nearby at his place of business. He was taken to the station where he was charged and held in custody pending a mandatory bail hearing.

On Tuesday, June 14th 12 Division uniformed officers stopped a van at Jane and Lawrence Avenue West with a man and a women seated inside. When they approached the vehicle one of the officers noticed that the ignition had been punched out and immediately arrested the two occupants. The van had been stolen on June 10th and had apparently been used in several break-ins in the area over the past few days. The male party was arrested without incident and upon further investigation it was revealed that he was already out on bail and on three different probation’s, one of which was for Failing to Comply with his Bail Conditions. The female on the other hand while co-operative at first became violent when she was put into the back of the police car and spat in one of the officers face and was eventually forced into the rear seat of the car. Both parties were taken to 12 Division where they were further investigated and subsequently charged with numerous offences and held in custody pending yet another mandatory bail hearing.

TWO YOUNG MAN ARRESTED FOR ROBBERY AFTER TAKING ANOTHER YOUTHS PROPERTY OUTSIDE A LOCAL VARIETY STORE:
Major Crime Unit and Community Response Unit officers from 12 Division located and arrested the two young men responsible for the street level robbery that recently took place outside a neighbourhood variety store. The victim attended the store and had a portable DVD player with him that was seen by the two accused. When he left, one of the accused took the DVD player from the victim by force and ran off into a nearby building. The other accused then blocked the victim's path as he tried to give chase to the first offender. When the victim began calling the police the second accused repented and entered the building and managed to retrieve the DVD player and return it to the victim. When the victim’s parents became aware of the robbery they insisted that the victim report the matter to police and took him to 12 Division. Officers were able to identify the two accused and arrest them.

16 YEAR-OLD HIGH SCHOOL STUDENT ARRESTED FOR THREATENING DEATH AND WEAPONS CHARGES BY 12 Div.:
On Thursday, June 16th Street Crime Unit (SCU) officers arrested the accused youth after it was reported that he threatened to kill another youth and later showed up with a gun. The accused youth in this matter has a long history of troubled behaviour and has been recently kicked out of the family home. He has continued to create problems by threatening to beat up a friend’s sister then got into an argument with another male where he threatened to shoot him. The accused left and returned with a gun continuing to threaten the victim and when police were called he fled. The accused youth was later arrested and charged with numerous offences and held in custody pending a mandatory bail hearing.

17 YEAR-OLD YOUTH ARRESTED FOR DRUG POSSESSION DURING:
On Friday, June 17th while Community Response Unit officers where conducting some ‘Cycle Right Campaign’ enforcement they observed the accused nonchalantly seated in a nearby car smoking marijuana. The accused youth was investigated and found to have approximately 25 ecstasy pills on his person as well as some cash from the sale of the pills and a knife. The youth was arrested and taken to the station where he was charged and held in custody pending a bail hearing.

MAN ARRESTED FOR BREACING HIS BAIL:
On the Saturday, June 18th during the late evening hours, the accused was in the vacinity of Northland and Avon Avenues when police responded to a call for a fight in progress. One man had been stabbed in the leg. When they investigated the accused they found that he had been arrested back in January on numerous charges and was out on bail with conditions to keep the peace, be of good behaviour, and not to possess or consume drugs or alcohol etc. When investigated he was found to be intoxicated. After he was arrested officers located a quantity of Cocaine and Marijuana on his person. He was taken to 12 Division where he was charged accordingly and held in custody pending yet another mandatory bail hearing.

ARREST OF THE WEEK:

BOTH THE DRIVER AND THE LAST OUTSTANDING PASSENGER INVOLVED IN SHOOTING INCIDENT ARRESTED BY 12 DIVISION:

The driver of the car involved in the May 24 shooting incident where two uniformed officers were fired upon after a routine traffic stop has surrendered himself to police on Wednesday, June 1st. The 21 year-old male attended 12 Division in company with his mother and turned himself after he learned that the police were looking for him. All five of the parties involved in the shooting have now been arrested.

Major Crime Unit officers finally identified the last outstanding suspect. This young offender had been a front seat passenger at the time and fled in order to avoid arrest. When stopped he had lied about his identity. At the time, he was out on bail and breaching his bail conditions. He was arrested at a local courthouse where he was appearing in relation to several other unrelated criminal charges.

The driver and the passenger have been charged along with the other three men involved with numerous offences in relation to the attempted murder of the two officers and is in custody.

SUSPENDED DRIVER GETS 4 MONTHS IN JAIL AFTER HE IGNORED PREVIOUS COURT ORDERS NOT TO DRIVE:
The accused man sat in court on Tuesday, May 31st and listened in disbelief when he was sentenced to four months in jail for failing to obey previous orders not to drive while his licence was under suspension. The man’s driver’s licence had been suspended for unpaid fines initially but he continued to drive. He was eventually stopped by the police in June of 2004 and charged accordingly. Once again he was directed not to drive. Five days later on July 2nd 2004 he was stopped because his licence plate had expired. The officers discovered that his licence was still under suspension. He was charged again. The man became very unco-operative and was adamant that he was going to continue to drive his car. He was advised his car would then be impounded. He locked himself in the car. Eventually the officers had to arrest the accused and charge him for obstruct at which point he became verbally abusive and defiant. During his tirade, he let it slip that the car was not insured and he would not pay any of the outstanding fines. Fortunately for the accused the officers were able to locate a relative of the accused who attended and calmed the man down enough that the officers were able to release him at the scene and not proceed with any criminal charges.

On May 31st 2005, at court, approximately one year later, he still had not paid the outstanding fines and he remained defiant about driving under suspension. As a result man was ordered to spend four months in jail.

ANOTHER IMPAIRED DRIVER ARRESTED AFTER ACCIDENT:
On Saturday, June 5th the accused was involved in a minor car accident in the area of Pelham Park Gardens. The police were called and when they attended the accused male was observed to have the strong odour of an alcoholic beverage on his breath, glassy eyes and unsteady on his feet. The officer arrested the man and demanded a sample of his breath, which he provided a short time later. The accused reading was very high and well above the legal limit and as a result he was criminally charged with both driving offences.

40 YEAR-OLD WOMAN ARRESTED FOR PROSTITUTION AFTER SPOTTED SOLICITING MEN ON AREA STREET:
On Tuesday, May 31st during the evening hours Major Crime Unit officers arrested a female who was observed stopping cars and speaking with the drivers in the area of Jane Street and Woolner Avenue. A plain-clothes officer then went and spoke with the woman after which she was arrested and charged.

12 Division remains concerned about a pattern of conduct by offenders that demonstrates a cavalier disregard or outright contempt for release conditions imposed by courts. As the following newsworthy items reveal, critical police resources are expended arresting individuals who are already facing charges or have previous convictions but who have been released once again into the community. Furthermore, these offenders burden the court system and place the community at risk.

On Friday, June 3rd officers attended on address on Dunraven Drive at which time the accused was found to be in company with another youth whom was arrested. The accused gave a false name to the officers. He was released at the time unconditionally. Later officers discovered that the accused had lied about his true identity and that he and the other young man were out on bail and not to associate with one another. The offender was arrested at his home on Saturday, June 4th, and held for another bail review.

Street Crime Unit officers obtained information that two young men who were out on bail had been breaching their conditions by failing to abide by their curfew. When officers checked during the curfew hours neither youth was home. They were arrested on Wednesday, June 1st when neither could provide a lawful excuse for their absence. Both were charged accordingly and held in custody for yet another mandatory bail hearing.

Officers attended a well-known booze-can on 545 Rogers Road and during the raid they found a 19 year-old youth in breach of bail conditions. Two of his conditions were to obey a curfew and not to have any non-prescription drugs in his possession. He was charged and held in custody for yet another mandatory bail hearing.

17 YEAR-OLD HIGH SCHOOL STUDENT ARRESTED FOR ROBBERY AND WEAPONS CHARGES BY STREET CRIME UNIT OFFICERS:
On Wednesday, June 1st 12 Division Street Crime Unit officers attended a local high school in connection with robbery that had occurred at the school several days earlier. The victim had been waiting outside a classroom for some friends playing a Sony PSP video game when the suspect came up and wrestled the game away from the victim. The suspect had tried to hide his identity by covering part of his face but unfortunately for him he could still be recognized. The suspect then ran off with the game and the victim reported the robbery to school staff who called the police. Officers were able to obtain the identity of the suspect and attended the school where they located him and placed him under arrest and were able to recover the stolen game. The youth also had a prohibited weapon on him at the time of his arrest and was also charged with its possession as well. He was taken to the station where his parents were contacted and he was subsequently charged and held in custody pending a mandatory bail hearing.

14 YEAR-OLD YOUTH ARRESTED AFTER SHOOTING FEMALE SCHOOL MATE IN CHEST WITH PELLET GUN IN SCHOOLYARD:
On Thursday, June 2nd the victim had finished classes for the day and had gone to the schoolyard to see some friends before going home when she suddenly felt a sharp pain in her chest. She fell to the ground in pain realizing that she had just been shot. At this time a male youth walked up to her carrying a pellet gun in his hand. The victim seeing the gun reached under her shirt and pulled out a pellet which had lodged itself there. The victim was still experiencing a lot of pain when the male asked what was wrong; she had only been hit with a pellet gun. The victim got up and slapped the youth who then turned around tucking the gun into his waistband and walked off. Police were called and the youth was located shortly thereafter along with the pellet gun. He was arrested and the gun seized. He was taken to the station where his parents were notified and he was charged. Due to the seriousness of the incident he was also held in custody pending a bail hearing.

FEMALE YOUTH CHARGED WITH ASSAULT FOR AN UNPROVOKED ASSAULT ON 2 FEMALE STUDENTS FROM LOCAL HIGHSCHOOL:
On Wednesday, June 1st the two victims were in the area of Weston Road and Black Creek Drive after leaving their nearby school for the day when they were approached by the accused and another 3 other female youths. The accused along with another young woman approached the two victims and apparently became upset because the two victims were looking at them in the wrong way. The two suspects became angry and threw the ice cream cones that they were eating into the face of one of the victims. The accused then attacked the same victim striking her with her hands and pulling her hair while the other female attacked the other victim. The victims fought back and the two suspects fled leaving the other two young women who had not participated at the scene. Police and school officials were notified and Street Crime Unit officers attended the school the next day at which time the accused and the other suspect were identified as former students. The accused was arrested at her home and taken to the station after her parents were notified, she was charged accordingly and released on her own recognizance to appear in court.

AFTER HOUR CLUBS AND BOOZE-CANS RAIDED OVER WEEK-END WITH NUMEROUS CHARGES LAID & LIQUOR CONVISCATED:
Booze-cans and some licenced and unlicenced commercial establishments have been an ongoing problem in the community with numerous community complaints received. The Ontario liquor laws can be very effective when dealing with licenced premises but, because they do not face the same restrictions, after-hours clubs and booze-cans are very difficult to shut address. Three locations were checked this weekend.

925 Weston Road officers found no liquor violations at the time but did observe approximately 140 people exiting the location.

1738 St. Clair West was found to have overcrowding and people drinking out on the sidewalk and will be charged accordingly.

A well-known booze-can located at 545 Rogers Road was checked and several charges were laid against the owner including breaches of the smoking by-law.

The last location, a booze-can located at 15 Regent Street, was raided. A large quantity of beer and spirits were seized along with equipment used to operate the illegal business. The two operators of the business were charged with numerous offences and cautioned regarding any attempt to re-open the booze-can.

ALERT OFFICERS ARREST 25 YEAR-OLD MAN SEEN CARRYING KNIFE ON HIS HAND WHILE WALKING DOWN STREET:

On Sunday, April 24th uniformed officers observed the accused man walking down the street in the area of Old Weston Road and Turnberry Avenue. Upon a closer they saw that he had an open knife in his hand as he walked across the road. When he saw the officers he tried to conceal it behind his leg and then put it in his pocket as the officers approached. The officers placed the man under arrest for knife and when searched they discovered that he also had a quantity of marijuana on his person. Further investigation revealed that he was also on probation for prior offences and was charged accordingly and held in custody pending a bail hearing.

TWELVE DIVISION OFFICERS SET UP SEAT BELT BLITZ ON TRETHEWEY DRIVE AND BLACKTHORNE MANY TICKETS ISSUED:
During the week of April 18th to 24th officers have participated in the latest service-wide traffic initiative concerning the wearing of seat belts. Various locations across the division have been chosen including right in front of the station which surprising netted a high number of violators. Also caught in the initiative were several suspended drivers and those driving without insurance or improper plate validations are just a sample of some of the tickets issued. Several cars were also impounded as well. The police would like to remind all drivers and passengers that they are required to wear seat belts at all times and it is especially important to ensure that any children in the car are buckled as well.

ANOTHER IMPAIRED DRIVER ARRESTED:
On Tuesday, April 19th in the evening a male driver was observed operating his vehicle at a high rate of speed exiting an industrial area which resulted in the police stopping his vehicle. Once stopped the officer spoke with the man and quickly came to the conclusion that he had been drinking. As a result he was placed under arrest and a sample of his breath was demanded which resulted in readings of 175 mgs. The accused was charged accordingly and later released pending his appearance in court.

WOMAN FOUND DRIVING UNDER INFLUENCE OF PERSCRIPTION DRUG CHARGED WITH IMPAIRED DRIVING:
A woman who was found driving under the influence of a prescription drug late last year was finally served with an Appearance Notice for court after final approval was received to proceed with the case. The delay was caused mainly due to the fact that their was little information on file as to whether or not the newer drug did in fact fall under the drugs currently identified under the law as causing impairment. No date has been set as yet for the trial but it should prove to be an interesting case.

MAN ARRESTED FOR IMPAIRED DRIVING AFTER STEALING CAR:
During the early morning hours of Saturday, April 23rd the accused man stole a car from the area of 579 Rogers road which had been left running. The man made it as far as Davenport Road and Bathurst Street before running into the back of a parked car. Police attended the scene of the accident and quickly arrested him for the theft of the vehicle and observed that he appeared to be intoxicated. A sample of his breath was demanded and two readings of over 80mgs were obtained at which time he was also charged with the driving offences as well. It was also found that the young man was also on probation from Youth Court for previous offences.

ANOTHER DRUG BUST BY CRU OFFICERS IN PELHAM PARK AREA:
Community Response Unit officers attended the Pelham Park complex during the evening hours of Wednesday, April 21st and conducted a walk through of the area, including the high-rise apartment building. While in the high-rise stairwells they came across a man who was found to be in possession of a small quantity of cocaine. He was arrested and charged with the drugs as well as breaching his probation which came to light after his arrest. The increased patrols in the area are as a result of complaints received from tenants in the area of ongoing drug trafficking.

MAN WANTED IN CONNECTION WITH MARIJUANA GROW HOUSE FIRE ARRESTED BY MCU OFFICERS:
A recent fire on April 4th at a building located at 20 Hyde Avenue revealed a major marijuana grow operation which was discovered by attending fire fighters who contacted the police. The operator of the grow house was not present at the time of the fire but Major Crime Unit officers were able to obtain his identity through an ongoing investigation in conjunction with the Fire Marshall’s office. A warrant was taken out for his arrest and as a result he was arrested on Wednesday, April 20th by 12 Division MCU officers.

TWO PROSTITUTES ARRESTED BY MCU OFFICERS AFTER THEY WERE FOUND ON STREET CORNER SOLICITING SEX:
On Tuesday, April 19th MCU officers while out on patrol observed a woman on the corner Rogers Road and Keele Street flagging down cars and having a conversation with the drivers. One of the officers in plainclothes drove by and was subsequently flagged down and solicited by the accused woman. She was immediately arrested and charged with prostitution, breaching her probation and held in custody pending a bail hearing. A second female was also observed in the same area and was arrested and charged as well but released on her own recognizance to appear for fingerprints and in court at a later date.

On Friday, April 22nd at approximately 4:00 p.m. Major Crime Unit officers observed a female who appeared to be soliciting men passing by her location and was subsequently approached by one of the plainclothes officers. He was immediately solicited for sex by the woman and was in turn arrested by the officers charged and taken to the station where she was held in custody pending a bail hearing.

THREE YOUTHS CHARGED IN CONNECTION WITH SEVERAL ASSAULTS TAKING PLACE AT LOCAL HIGH SCHOOL:
Officers from 12 Division Street Crime Unit arrested 3 youths on Tuesday, April 19th that who were believed responsible for a series of assaults at York Memorial Collegiate. Two of the young men had weapons on them when arrested, one youth had a knife the other an expandable baton similar to the type police are issued with. All three boys are already out on bail for a previous swarming incident and as part of their bail conditions they are not to associate with one another. All three were charged accordingly and held for yet another bail hearing.

MAN ARRESTED FOR BREACHING COURT SENTENCING ORDER & FOUND TO BE IN POSSESSION BOTH COCAINE & MARIJUANA:
A local man well known to police was investigated regarding an unrelated matter and was found to be breaching his conditional sentencing order. Rather than receiving a jail term he was sentenced to be under house arrest and when the officers came into contact with him away from his home he was definitely not complying with the order. Once placed under arrest he was found to have a quantity of cocaine and marijuana on his person. This is just another example how many people chose to ignore either their bail conditions or other non-custodial orders currently issued by the courts. As a result the police are regularly having to re-process accused people for bail offences therefore taking away from their already limited resources. The time wasted in dealing with such repeat individuals is almost criminal in itself and takes away from the time that should be spent elsewhere.

TWO PEOPLE ARRESTED AT LOCAL FLEA MARKET FOR SELLING COPIED DVD MOVIES AFTER RECEIVING COMPLAINTS:
On Saturday, April 23rd officers from 12 Division’s Community Response Unit attended a local flea market in response to a community complaint received regarding the sale of illegal DVD’s. They attended a booth operated by a man and a women where they found approximately 760 copies of fraudulent DVD’s valued at over $15,000.00. The movies were Sin City, Hostage and Sahara all three of the movie titles located are still being shown at local movie theatres. All of the illegal DVD’s were seized by police pending the trial of the two were arrested, charged and subsequently released to appear in court at a later date.

MAN ATTENDS POLICE FACILITY DEMANDING TO SEE HIS WEAPON AND IS ARRESTED AFTER REFUSING TO LEAVE:
A man attended a police facility on Jane Street demanding to see his weapon last Friday evening and when he was refused he became belligerent. After repeated unsuccessful attempts to calm him down he was directed to leave the premises. This to proved unsuccessful and he was eventually advised that he would be arrested if he did not leave as directed. Officers eventually attempted to place him under arrest at which he resisted elbowing one of the officers on the chin and in the chest. The accused man was charged accordingly and held in custody pending a bail hearing.

32 YEAR-OLD MAN ARRESTED BY 12 DIVISION YOUTH BUREAU FOR HAVING SEX WITH 12 YEAR-OLD STEP DAUGHTER:
Officers attended an address on Monday, April 11th in response to a complaint received from the mother of child after she found her husband having sex with her young daughter in the middle of the night. Through investigation it came to light that the stepfather had been forcing himself on his stepdaughter for some time. The husband was placed under arrest and taken to the station where he was charged with numerous offences and held in custody pending a bail hearing. The names of those involved are not being released in order to protect the identity of the child.

TRAFFIC ENFORCEMENT CONTINUES AS A PRIORITY:
Speeding and Impaired Drivers has been the focus of the Traffic Response Unit over this past week with several more drivers being caught for impaired driving.

Officers from 12 Division observed a male driver operating his vehicle in an erratic manner in the area of Bloor Street West and Hwy 427. The driver was stopped and investigated at which time he exhibited the usual signs of impairment. As a result he was arrested and the officers, which resulted in his providing two readings both of which exceeded the legal limit demanded a sample of his breath. He was charged accordingly and his car impounded.

A second drive was also arrested on April 16th after he was involved in a collision at Jane Street and Woolner Avenue. When police arrived it was apparent that he had been drinking, he was placed under arrest and a sample of his breath was demanded. Results of the test were readings well above the legal limit and he was charged accordingly, the man was held in custody until he was sober enough to go home.

CATCHING SPEEDERS DRIVING AT HIGH RATES OF SPEED STILL A PRIORITY FOR TRAFFIC RESPONSE UNIT:
TRU officers continue to target areas of 12 Division known for speeders who like to go over the speed limits at excessive speeds. During the past week TRU officers have charged numerous drivers for speeding within the division, mostly for speeds exceeding 20 kph above the legal limit. Two of whom were found to be driving in posted Community Safety Zones at speeds of 94 kph and 91 kph respectively both are posted as 50 kph zones. Both drivers are required to attend court as there is no out of court settlement available when such high speeds are involved.

COMPANY ACCOUNTANT ARRESTED AFTER DEFRAUDING HIS EMPLOYER OF OVER $670,000.00 IN PAST 3 YEARS:
A thirty-seven year old man was arrested on April 11th by 12 Division Fraud Unit officers after it came to light that the suspect had stolen over $670,000.00 from his employer a North York communications firm. The accused man was hired as their accountant in the month of August 2002 and over the period he altered his pay cheques, once they had been properly approved, to much higher amounts and then deposited them to his personal account. The accused male took advantage of the position of trust he enjoyed to defraud his unsuspecting employer of a considerable amount money before finally being discovered and arrested. His greed finally caught up to him and police are attempting to recover as much of the stolen funds as possible. The accused has been released on his own recognizance pending his appearance in court.

M.C.U. OFFICERS STEP UP EFFORTS AFTER NOTED INCREASE
IN PROSTITUTION IN THE AREA:
On Monday, April 11th Major Crime Unit officers observed two suspicious females loitering near a well-known bar which is a local hang out for undesirables. When they were investigated one of the women provided a false name and was subsequently arrested at which time her true identity came to light. The accused female had a warrant out for her arrest as she had failed to attend court on a previous charge.

FEMALE ARRESTED FOR PROSITUTION A SECOND TIME IN AS MANY WEEKS BY 12 DIVISION MCU OFFICERS:
For the second time in the past weeks MCU officers observed the accused female soliciting drivers as they past by at a busy intersection located in the south end of 12 Division. An undercover officer posing as an interested party stopped when flagged down by the woman and was solicited by her. Once a price was set for a particular sex act, other officers who were waiting nearby arrested the woman. The woman put up a fight and had to be subdued during her arrest, she was taken to the station, charged accordingly and held in custody pending a bail hearing.

YOUTH ARRESTED AT LOCAL HIGH SCHOOL AFTER POLICE CALLED FOR AN ASSAULT IN PROGRESS WITH WEAPONS:
Street Crime Unit officers from 12 Division responded to a call for an assault in progress with weapons being used at George Harvey C.I. on Monday, April 11th. By the time the officers arrived the suspect had fled, the officers commenced an investigation and found that it was actually a robbery that had taken place. With the help of witnesses they were able to identify the suspect and the officers patrolled the area and quickly located the youth responsible placing him under arrest. He was charged with numerous offences and was taken to the station where the youth’s parents contacted and he was held in custody pending a bail hearing.

ANOTHER YOUTHFUL OFFENDER ARRESTED FOR BREACHING HIS BAIL CONDITIONS:
On Tuesday, April 12th Community Response Unit officers responded to complaints of a suspicious male driving in the area of Edinborough Avenue. Once on scene they located the youth operating a car on the street and investigated him at which time they discovered that he was breaching his bail conditions. It seems that back in November of 2004 the accused was arrested for Dangerous Operation of a Motor Vehicle and was given bail under the condition that he not operate a motor vehicle until his trial was over. As a result the youth was arrested once again and taken to 12 Division where he was held in custody pending a bail hearing.

MAJOR CRIME UNIT OFFICERS ARREST THREE MEN RESPONSIBLE FOR A SERIES OF ENTRIES ALONG EGLINTON AVENUE:
During the evening hours of Tuesday, April 12th MCU officers took up observations along the area of Eglinton Avenue that had become a target for thieves. After a reasonably short period of time the three suspects were observed attempting to break into another business and were quickly arrested. Upon further investigation two of the three men readily admitted their involvement in numerous other entries which resulted in the third man being released unconditionally. The two remaining accused were taken to 12 Division where they were charged with the various entries and thefts and held in custody pending a bail hearing.

MARIJUANA GROWHOUSE DISCOVERED IN TROUBLED APARTMENT BUILDING COMPLEX ON WESTON ROAD:
The 12 Division Major Crime Unit shut down another marijuana grow operation on Tuesday, April 12 after it was discovered on one of the top floors of the troubled high-rise building located at 1775 Weston Road. The building has received a lot of media attention over the past few months due to ongoing problems within the building. Building management discovered the operation after they received reports of flooding and immediately contacted the police. Officers staked out the apartment and were able to arrest the operator of the hydroponics grow operation. A total of 36 young plants were seized along with the grow house equipment.

TTC FRAUD TOKEN RING BROKEN UP THRU ARRESTS MADE BY THE TTC SECURITY AND 12 DIVISION CRU OFFICERS:
Acting on information received TTC Security officers attended a convenience store located at 1682 Jane Street and made a number of counterfeit token purchases. Then in conjunction with the police they obtained a search warrant for the address and along with Community Response Unit officers they executed the warrant and seized a quantity of illegal tokens. Two men were arrested, charged and released pending their appearance at their trial.

STEPFATHER ARRESTED AFTER 16 YEAR-OLD DAUGHTER COMPLAINS TO POLICE OF BEING SEXUALLY ASSAULTED:
12 Division officers arrested a forty-two year-old stepfather after his 16 year-old stepdaughter came forward to police and complained of being sexually assaulted by him for the past 10 years. The young woman accompanied by her mother attended the station and reported the matter which she had kept secret even from her mother over the years as she had been afraid to speak up. Police are continuing to investigate the matter but have arrested and charged the father effectively removing him from the family home. The father has been held in custody pending a bail hearing and if released his bail conditions would expressly forbid any further contact with the stepdaughter pending the outcome of the trial. None of the names of those involved are being released in order to protect the victim’s identity.

26 YEAR-OLD WOMAN DIES AND CHILD BADLY BURNED IN FIRE BELIEVED TO BE CAUSED BY CARELESS SMOKING:
Shortly after midnight on Thursday, April 14th a tenant at #6 Rutherford Avenue smelled smoke and found it to be coming from apartment #2 where the victims resided. He entered the apartment and found the female victim somewhat dazed as she had apparently been drinking. The tenant then got her out of the apartment with the assistance of a police officer and a Sergeant who had arrived on the scene. Several firefighters also arrived at approximately the same time and rescued the young child from the apartment as well, which by now was engulfed in flames. Both the mother and the child suffered severe burns and were transported to the hospital for treatment. The Sergeant also suffered minor smoke inhalation and was treated at the scene by paramedics and continued on duty. The entire house was eventually engulfed in flames, which spread to the house next door causing considerable damage before firefighters were able to bring the stubborn flames under control. The exact cause of the fire was undetermined and as such the Fire Marshall’s Office was called in to examine the scene and identify the exact causes of the fire. His determination is pending and will be released to the police once it is complete. Last reports available from the hospital had the child in serious, but stable condition; the mother however was not doing as well and was listed in critical condition.
Update: The mother of the infant has since died of her injuries suffered in the horrific fire.

COMMUNITY OUTREACH:
Community Response Unit officers from 12 Division are once again heavily involved in the organizing the annual community Earth Day clean-up. This now annual event has become a great success, last year saw in excess of 7,000 people participating in a one-day community clean up. Not only is garbage and other such items picked up but graffiti is also targeted and eliminated. Several meetings have already been held at the station by the organizing and from reports received all is going well for this years big event. Earth Day is being celebrated on Friday, April 22nd this year and anyone wishing to participate is urged to contact Mrs. Barb Spryopoulos, Chairperson through the station 416-808-1200.

INCREASED UNIFORM PRESENCE ACROSS 12 DIVISION COMING:
Even prior to the commitment made by the Chief 12 Division has been planning to provide an increased uniform presence for the spring. Twelve Division is now one of, if not the smallest divisions in the city but ranks right up there with the larger divisions in statistics. Taking that into account the Command Officers have initiated various initiatives and steps to provide more officers within the area. Spring is traditionally a time when statistics begin to rise along with the temperature and more officers are required on the street to handle the increase. Therefore over the next few weeks you will begin to notice more officers out and about paying special attention to areas of concern. Also a full-time foot patrol officer has been assigned within the division and is already taking care of business as many business owners on Eglinton have already noticed.

YOUTH BUREAU ARRESTS FATHER OF BABY WHO WAS DIAGNOSED AS SUFFERING SHAKEN BABY SYNDROME:

On March 11th of this year the victim who was only 4 months old at the time was rushed to the hospital after having trouble with his breathing. The doctors at the Humber Regional Hospital initially treated the baby but transferred him to Sick Children’s Hospital as they suspected that he was suffering from Shaken Baby Syndrome. Through testing there it was revealed that the child had suffered numerous old and new injuries which were consistent with the suspected diagnosis. Doctors are unable to determine what if any long-term effects the child may suffer due to its young age. Officers from 12 Division’s Youth Bureau were involved from the outset and as soon as the diagnosis was confirmed, by the doctors they arrested the child’s father. On Thursday, April 7th he was arrested, brought to the station, charged and held in custody pending a bail hearing.

ANOTHER MAJOR DRUG BUST BY MCU OFFICERS:
On Monday, April 4th Twelve-Division Major Crime Unit officers attended an address on Hyde Avenue after receiving a call from Toronto Fire concerning marijuana grow operation. The building located at #20 Hyde had approximately 500 mature plants growing in hydroponics set up at the time of the fire. Further investigation lead to the identity of the tenant of the property who is suspected of being the owner of the grow operation. He is also connected to another grow operation on King Street which was in the process of being dismantled when police attended with a search warrant. Police are actively seeking the suspect, in these two cases, and there is a warrant out for his arrest. Judging by the amount of equipment found at the one location and the number of the plants found at the other the potential street value of the two operations is estimated at $750,000.00. The police would like to encourage concerned citizens to call in and let them know of any suspected drug dealing locations and they will take the necessary steps to fully investigate the complaint as quickly as possible.


YOUNG MAN ARRESTED AFTER CAR CHASE:

A young man was arrested last Saturday evening (April 2nd) after he lead police on a lengthy car chase all because he was driving his car without the proper plates and no insurance. Instead of stopping and getting a couple of tickets he instead chose to try and outrun the officers who had tried to stop him for driving with no lights on. The pursuit lasted several minutes and saw the accused commit numerous traffic offences, he also struck a parked car and took off again before eventually realizing that he was not going to get away. In the end he wound up wrecking his car, receiving numerous traffic tickets and going to jail for a few hours pending his receiving bail. Also being the fact that he was only a G1 licence holder it is now unlikely that he will be eligible to even apply for a licence again for at least 2 years.

ARREST OF THIEF WHO HUNG AROUND AFTER BREAKING INTO A VARIETY STORE:

During the evening hours of Wednesday, April 6th two uniformed officers responded to a call for a break-in into a variety store located on Scarlett Road. Subsequent to their initial investigation they received information from a citizen that the suspect was still nearby and provided a description of sorts. Although it was a warm night and numerous people outside they were able to locate the suspect and place him under arrest without incident. The property stolen was recovered and to everyone’s surprise it was found that the accused male was out on jail on probation for several unrelated offences at the time of his arrest. As a result the accused man was held in custody pending yet another bail hearing.

METHADONE USER ATTACKS NEIGHBOUR AFTER SHE REFUSES HIM MONEY TO BUY DRUGS:

Police officers from 12 Division arrested a man for attacking his neighbour during the early morning hours of Wednesday, April 6th after he attended her home looking for money. It seems that the accused man, who is well known to police, went looking for drugs after not taking his methadone. After he was unable to locate any drugs around his home he armed himself with 12” butcher knife and went to his neighbour’s home demanding money. When she refused he threatened to kill her and burn down her house, the police were called and eventually the accused was located hiding in a back yard on Rowntree Avenue. The accused man was arrested and charged accordingly and held in custody pending a bail hearing.

MAJOR CRIME UNIT OFFICERS ARREST COCAINE DEALER:

MCU officers received information that a crack cocaine dealer had set up shop in a well-known Weston Road restaurant. The suspect was located and arrested without incident and a quantity of drugs was found on his person. It is once again interesting to note that this party was on two separate probation’s for related offences at the time of his arrest. Police had been looking for this individual for some time and were happy that a concerned citizen took the time to call police when they witnessed the sale of drugs going on. Citizens are encouraged to call police anytime they witness such criminal activity and can remain anonymous if they wish.

AUTO CHOP SHOP ARREST MADE AS A RESULT OF COMMUNITY INTEREST IN ILLEGAL OPERATION IN NEIGHBOURHOOD:

Uniformed officers attended a vacated industrial unit and found various stolen auto parts after receiving a call from a concerned citizen in the area. It turns out that the tenant had been recently evicted and left a large quantity of car parts behind. Officers were able to identify the parts that had been stripped from vehicles, which had been reported stolen over the past few months. The investigation is continuing and further charges are pending against the evicted tenant following the discovery of the stolen parts.

TWO 12 YEAR OLD YOUTHS CHARGED FOR DAMAGING APPROXIMATELY A DOZEN TOMBSTONES IN LOCAL CEMETARY:

Officers from 12 Division arrested 2 youths on Wednesday, April 6th who were responsible for damage to 10-12 tombstones located in St. John’s Cemetery On The Humber. This is one of Toronto’s older cemeteries and many of the stones damaged will be difficult to repair due to their age. The two boys gave no explanation for their actions other than it seemed like something to do as they walked through. The boys activities were observed by neighbours who called police who were able to arrive quickly and put a stop to the damage that they were creating.

MAN ARRESTED FOR FRAUD AFTER EXTENSIVE INVESTIGATION:

The Twelve-Division Fraud Office conducted a lengthy investigation into a large-scale fraud conducted by one brazen individual. Officers uncovered this extensive fraud after receiving an complaint from one of his victims. It seems the accused had managed to obtain the account numbers of his two main victims and then tendered various cheques in their names across the city between the months of May 20th and August 16th 2004. Neither party had authorized the accused to make use of any of their cheques nor their accounts, however the accused managed to defraud the two victims of a total in excess of $7,700.00. The arrest of this accused on Thursday, March 17th ended a very substantial fraud operation. Further charges are pending.

The Police would like to remind the public to take extra care in protecting their banking information such as avoiding discarding personal banking information in the garbage. Unscrupulous individuals are not shy about retrieving your personal information from any place that it may be available.

TRAFFIC ENFORCEMENT CONTINUES AS A PRIORITY:
“Operation Smart-Ped” ended on Sunday, March 20th with 12 Division making a significant effort to heighten pedestrian awareness across the city. Numerous cautions were issued as well tickets in an effort to make, both drivers as well as pedestrians, more aware of the traffic laws in place. These laws, which have been enacted, are to provide for the safe and orderly flow of traffic. During this week-long campaign 228 tickets were issued to drivers and pedestrians alike, citywide statistics are not yet available.

YOUTH ALREADY ON PROBATION IS ARRESTED FOR AUTO THEFT & DRUG TRAFFIKING BY MAJOR CRIME UNIT OFFICERS:
On Tuesday, March 15th a young male, already well known to police, was arrested by 12 Division MCU officers for driving a stolen vehicle. The youth is currently on probation for auto related and other related offences. During their follow-up investigation relating to a series of arrests made last week in conjunction with 11 Division he was found to be dealing drugs as well. Officers attended his address and confirmed his whereabouts prior to obtaining a search warrant for his apartment. When the officers entered they found a quantity of drugs and cash and eventually located the accused hiding under his bed. He was arrested and taken to 12 Division where he was held in custody pending a bail hearing.

Popular video game, Grand Theft Auto, may have inspired car theft spree:
During the week of March 14th 11 & 12 Division officers broke up an auto theft ring with the arrest of several youths. On Wednesday, March 16th the 12 Division Major Crime Unit conducting a follow-up investigation have now charged yet another young offender for car theft. It has come to light these particular youth gang members are likely responsible for the theft of between 40 and 100 cars over the past few months. Furthermore, the police are concerned that the behaviour of these youths when operating the stolen vehicles has shown a great similarity to a popular computer game. The game known as “Grand Theft Auto” has the main character stealing cars and actively engaging the police in high speed chases to gain points. The offenders have consistently engaged the police in such chases causing considerable damage to vehicles and property. Luckily, to date, no one has been seriously injured but he high cost of repairs to autos and property will only drive up insurance costs. The police hope that these recent arrests will have the desired effect and eliminate such behaviour in the future. Further arrests and charges are anticipated as the investigation continues.

TWO ARRESTED FOR OPERATING A MARIJUANA GROWHOUSE:
Officers took up observations on an Arrowsmith Avenue house after receiving a tip from a concerned community member. A search warrant was executed and approximately 500 plants in various stages of growth were seized. An additional nine pounds of marijuana was found in the car of one of the accused when she was arrested. Street value of the marijuana is estimated at $500,000.00. As in the case with almost all such operations the hydrometer had been by-passed creating a serious fire threat and Toronto Hydro was called to cut power to the house. Both accused were held in custody pending a bail hearing.

WOMEN IN AN ATTEMPT TO EVADE ARREST THREATENS TO KILL HERSELF & HER CHILDREN OVER $100 COUNTERFEIT BILL:
A 19 year-old woman with 2 small children attempted to pass a phony $100 bill at a Weston Road flea market on Sunday, March 20th. When the vendor warned others, the accused assaulted the vendor and security was called. The accused ran off when they approached and went out into traffic with her 2 children aged 2 & 3 years. Once there she threatened to kill herself and her two children if security came after her. Police officers from 12 Division attended quickly and managed to take control of the situation and arrest the woman. The children were turned over to relatives after Children’s Aid was notified.

COMMUNITY OUTREACH:
On March 17, the York Square Drumming Circle, under the sponsorship of Pro Action, Arts for Children and the 12 Division Community Police Liaison Committee, attended the Metro Toronto Convention Centre for their much-anticipated performance at the Toronto Art Expo. Several hundred people attended the event and great reviews of the performance were heard from the audience. Constable Mizzoni (12 Division) accompanied and performed with the group. The event received both television and print coverage (City-TV 050317, Toronto Star 050318). All agree this is an excellent program to help youth develop into responsible contributing members of the community.

ARREST OF THE WEEK:

Joint Effort by 11 & 12 Divisions Nets 5 Youths (38 Charges) Wanted in Connection with a String of Car Thefts in Area:

Recently, Twelve Division has experienced a rise in auto thefts and incidents of drivers in stolen cars failing to stop for the police. Many times the drivers drove quite dangerously in their efforts to evade the police. Clearly public and officer safety was at risk. As a result, officers from 11 and 12 Division commenced a coordinated investigation. On Tuesday March 15 in the evening, officers attended a warehouse parking lot in the area of Dupont and Edwin where several stolen vehicles had been previously recovered. Once on scene they took up observations waiting for what they hoped would be the return of the parties responsible. Their decision paid off. A short time later two Dodge mini-vans were seen operating in an erratic manner. The officers followed the two vans and with the assistance of uniformed officers they tried to stop the two vehicles. Both vans took off and a brief pursuit took place, which was terminated by the officers. The gray van was last scene leaving the Dufferin and Lawrence area at a high rate of speed and became involved in a fail to remain accident. The second van was abandoned a short distance away with the two occupants attempting to escape on foot. The male driver got away but the female passenger was arrested. Two other indirectly involved male parties came to light as a result of follow-up investigation and were later arrested on drug possession charges. The three original officers returned to the parking lot and waited for the return of the gray van that had eluded them earlier. As expected the van returned with 2 male occupants. They were both arrested but not before they rammed the police car and attempted to resist arrest when the officers approached the car. One of the two men was found to be in possession of a quantity of Cocaine and was charged accordingly. As a result of this successful investigation 5 five people were charged with auto theft and related offences, two more vehicles recovered and a quantity of drugs taken off the streets. Further charges are expected.

We’ve heard your concerns over specific traffic activity in our neighbourhoods. Here are a few updates on the work we have done during the week of March 8th – 14th, 2005:

The latest traffic initiative started on Monday, March 14th and will continue thru to the 20th. Dubbed “Operation Smart-Ped”, the project will focus on pedestrian safety. The objective is to make both pedestrians and drivers more aware of the laws regarding pedestrian traffic and to ensure that pedestrians in particular adhere to them.

ANOTHER MAJOR GROWHOUSE DRUG BUST BY MCU OFFICERS:

On Thursday, March 10th Major Crime Unit officers began their investigation into a suspected marijuana grow-house operation at 24 Gibson Avenue. Three suspects were identified as the operators of the grow-house and were arrested without incident with the assistance of uniformed officers. A search warrant was obtained and when officers entered they found an elaborate set-up covering both the basement and the second floor. Over 700 plants were found that were of various stages of growth with an estimated street value of $700,000.00. As usual the hydro meter had been by-passed presenting a serious fire hazard and as such the power to the house was turned off by Toronto Hydro.

WANTED MARIJUANA GROWHOUSE OPERATOR ARRESTED:

In October of 2003 a series of raids on suspected marijuana grow-house operations by MCU officers shut down 5 such labs and saw the arrest of a number of people associated to their operation. One suspect remained outstanding who was wanted in connection with one of the smaller apartment sized operations. The offender was recently located and arrested by police. Officers seized approximately 6,260 grams of marijuana in her apartment at the time of the raid. She was charged accordingly and held in custody at 12 Division pending a bail hearing.

CONTINUED RESPONSE TO COMMUNITY COMPLAINTS

The CRU officers from 12 Division have also been active in shutting down and/or charging various illegal “Booze Cans” operating in the area for the past few weeks. This will be an on-going effort throughout the spring and summer months in an attempt to eliminate as many of these troublesome locations as possible. Included in this initiative will be the ongoing review of licenced establishments who operate in breach of the Liquor Licence Act.

COMMUNITY OUTREACH:
Our officers are very involved in our neighbourhoods. Here are a few of the activities they have participated in during the week of March 8th – 14th:

Community Response Unit officers continue on with the Jr. Blues Hockey program for youth in the area with great success and after a brief hiatus the George Harvey Hawks hockey program has resumed with two new officers assisting D/C Rallis with the program. The season is scheduled to wrap up soon and will most likely be continued next season as a result of the enthusiasm shown by the participants.

ARREST OF THE WEEK:

2 MEN ARRESTED AFTER DRUG SEARCH WARRANT EXECUTED:
Major Crime Unit members along with Emergency Task Force officers executed a search warrant in the area of Davenport Road and Old Weston Road. The officers had information that the suspect(s) were armed, however once inside they discovered a quantity of drugs, but no firearms. Approximately 245 ecstasy pills were found as well as a small quantity of Methamphetamine (Speed). Both men found inside were arrested in connection with the drugs; one of them was also charged with obstruct police after he falsely identified himself,in order to avoid being arrested on an outstanding bench warrant issued when he failed to attend court on a prior unrelated charge.

DRUNK MAN ARRESTED AFTER ASSAULTING STORE OWNER:
An intoxicated male, who was already out on bail, entered a Weston Road variety store and after a brief argument the man attacked the storeowner. Luckily, another patron called 911 and police arrived quickly. The man was arrested but not without a struggle. Not surprisingly he was on bail at the time.

CONTINUED CRACKDOWN ON LICENCED ESTABLISHMENTS: Over the past few months specific locations were targeted as a direct result of complaints received from residents of the area. Several bars, as reported previously, have either been closed down or have been convicted of serious breaches of the Liquor Licence Act and fined accordingly. One of the latest closures was the Obsan Restaurant, which was convicted of selling liquor unlawfully and fined over $2,500.00 and is still closed at this time. Community Response Unit officers are continuing to address complaints received and are actively checking on all licenced establishments that have been brought to their attention.
In keeping with this initiative plainclothes officers attend a licenced premises located at 501 Alliance Avenue at approximately 1:45 A.M. After conducting an inspection and speaking with the owner it was after 2:00 A.M. and the bartenders were still serving and as such the owner was cautioned to close down the bar. The same officers returned at approximately 3:15 A.M. and found patrons still drinking alcohol. The club was shut down and the officers had drinks thrown at them as well as a candle, by disgruntled patrons. Once the premise was cleared of the approximately 515 people in attendance, the owner and the two bartenders were charged with numerous Liquor Licence Act offences.

TRAFFIC ENFORCEMENT CONTINUES AS A PRIORITY:
The Toronto Police Service has for the past year has engaged in regular traffic initiatives of various types in order to promote safe driving on Toronto’s streets. The most recent service wide initiative known as ‘Operation Target Street’ took place this past week, February 14th to 20th. The project targeted aggressive drivers, speeding, other moving violation, as well as illegal parking. Since accidents involving pedestrians account for almost half of all fatalities, pedestrian traffic violations were also enforced. Uniformed officers from across the division were assigned to pay special attention to St. Clair Avenue West from Scarlett Road to Caledonia Road. As a result a total of approximately 241 traffic related charges were laid. The majority of the offences committed centred around the major intersections where officers found drivers disobeying stop lights or making illegal turns. A large number of speeders were also charged and 13 suspended drivers were located. A total of 9 pedestrians were charged as well as 10 parking tags laid against vehicles interfering with traffic.

ANOTHER GROW HOUSE OPERATION IN APARTMENT BUILDING SHUT DOWN BY POLICE:

Major Crime Unit officers acting on tips received from neighbours took up observations on a suspected marijuana grow operation located in an apartment building on Woolner Avenue. A search warrant was obtained and as the officers prepared to enter the apartment a male exited and was. Once inside the apartment officers found a fairly sophisticated grow operation with 259 marijuana plants with a street value estimated at $259,000. Drug Squad officers attended to dismantle the operation and building management was advised regarding detecting and reporting such operations. The police would like to remind citizens of the dangers associated with these grow house operations such as explosions and fires. Also that if you suspect a grow house in your neighbourhood or in a nearby apartment should contact police as soon as possible with your suspicions.

15 Year-old Youth Arrested for Weapons Related Offences:
A young man took it upon himself to assist a friend in harassing a neighbour after the neighbour forbade his daughter from the seeing the friend. While the harassment had gone on for some time it escalated to the point where the youths were now throwing stones at the neighbour’s house. The neighbour went out, confronted them and gave chase when they ran off. He eventually located the youth hiding under a car. The accused youth then pulled a knife and threatened to kill the victim and then ran off. The victim returned home and called police who later located the accused youth, arrested him, and charged him accordingly.

MAN ARRESTED AFTER CAUGHT SHOPLIFTING SEAFOOD:
A male party well known to police was arrested by store security after he was observed stealing a large quantity of shrimp and chicken from a local grocery store. The man who is currently on probation for a number of prior offences was found to have several pounds of shrimp and two chickens concealed in his clothing at the time of his arrest. It is believed that he intended to throw a party for some friends, at the stores expense, which was conveniently located close to his home.

SECOND MAJOR DRUG BUST IN AS MANY DAYS:
Major Crime Unit officers executed a search warrant at 566 Rogers Road where it had been reported a resident, who was thought to be armed, was selling drugs. The MCU officers located a quantity of drugs, 2 ½ eight balls of Crack Cocaine with a street value of approximately $1,000.00. Also found was a quantity of marijuana and cash, but no gun was located. The male, resident who is currently out on bail, was arrested and taken to 12 Division where he was charged and held in custody pending yet another a bail hearing.

MEN ARRESTED AFTER FIRING SHOTS THRU BAR’S WINDOW:

During the early morning hours of January 30, a silver SUV pulled up in front of the Beautiful Centroamerica Coffee Bar & Restaurant on St. Clair West. Someone in the vehicle fired a handgun smashing the front window of the bar. An employee who was inside mopping up witnessed the event and called police. Investigating officers later found out that the accused men had been in the bar earlier around closing time and ordered drinks. When they were refused one of them produced a handgun and threatened the staff. They were eventually served after which they left. Officers arrested the parties involved and later executed a search warrant on one of their homes. A revolver was located along with a box of ammunition and the two men were charged accordingly.

The Drumming Circle Program that started some three years ago continues to be a highly successful youth program. Officers from the Community Response Unit are involved in the program’s regular meeting and scheduled events. ARREST OF THE WEEK:

Major Crime Unit officers while on patrol observed a male they recognized from a wanted poster in the area of St. Clair West and Prescott Avenue. The accused made an attempt to evade police but was arrested a short distance away without further incident. The accused was taken to 12 Division where he was investigated for a bank robbery, charged and held in custody pending a bail hearing.

Over the past year 12 Division has received complaints of rowdy and lewd behaviour, drunkenness, loud music and after hours consumption of alcohol at various bars within the division. The Community Response Unit has been monitoring these locations and making random checks on each location. In most instances the bars were cautioned concerning their breeches of the Liquor Licence Act and put on notice that any future problems would result in charges being laid. During the last six months some of the bars continued to break the law and were subsequently charged and later convicted in court. The most recent examples of this initiative are outlined below.

A lengthy investigation into various bars located in 12 Division culminated last week at the Eglinton West Liquor Court where four bars were convicted for numerous breaches of the Liquor Licence Act. All four were licenced establishments that had been the subject of community complaints. The four bars were Tara’s at 360A Weston Road, Tropical Sports Bar at 468 Rogers Road, St. Clair Bakery at 1658 St. Clair West and Da Place 2B at 925A Weston Road. The fines imposed ranged from $125.00 to $4,250.00 and their licences to serve liquor suspended for varying amounts of time.

Finally, at Johnny’s Take Out at 545 Rogers Road, an unlicenced restaurant, Officers seized over four dozen bottles of beer and two large bottles of wine which were being sold to patrons. Also the premises was found in contravention of the Municipal Fire Safety Code which will be dealt with separately by the Fire Department.
Two Wanted Parties Arrested:

During the evening hours of Monday, January 24th Major Crime Unit officers arrested a 25 year-old man wanted on a Bench Warrant for Assault and Threatening Death x 2. The second male was also arrested later on during the same evening who had four outstanding Bench Warrants for Cause Disturbance, Mischief, Threatening Death, Assault with Intent to Resist Arrest. Both men were also charged with Failing to Appear for court.

Yet Another Arrested for Ignoring Bail Conditions:

An alert officer observed the accused male sitting in vehicle, outside closed commercial premises, on Weston Road during the early morning hours. The male falsely identified himself but was arrested when the officer discovered the young man’s true identity. The subject was breaching conditions of his probation and bail.

And Another:

A 27 year-old man was arrested for shoplifting who then lied to the officers about his true identity. After further investigation it was revealed that the man was wanted in connection to a street robbery that occurred on January 1st and several other weapons related offences. The accused was out of jail on probation for several previous offences. He was charged accordingly and other charges are pending.

And Another:

During the early morning hours of Friday, January 28th while driving on Weston Road the accused male was stopped by uniformed officers. Officer’s quickly learned the accused was in breach of bail conditions related to previous drug offences. The accused had been released from custody pending his court date with conditions that he not operate a motor vehicle and not possess any cell phones, pagers or other mobile communications device. The accused was arrested and charged accordingly.

Break and Enter Arrest:

Watchful uniformed officers observed a suspicious male and after a period of time investigated the man in relation to a number of break and enters that have occurred recently. The male was in possession of property suspected of being stolen and with the assistance of 12 Major Crime Unit the property was identified and the owners notified. The 20 year-old male was arrested and charged.

Drug Trafficking Arrest:

Officers from both the Major Crime Unit and the Community Response Unit of 12 Division arrested a 24 year-old male for numerous counts of drug trafficking as well as breaching conditions of his bail. The officers were checking up on suspected locations where drugs are sold, and in this particular instance they attended an apartment located at 5 Bellevue Crescent. Once inside they found the accused male who was wanted on a Surety Warrant in connection with eight different drug charges. The man was arrested and taken to 55 Division where he was held in custody pending yet another bail hearing.

Credit Card Fraud Arrest:

A 41 year-old male was arrested after he stole a MasterCard and purchased approximately $2500.00 worth of items with it. The victim became aware of the theft and contacted police who were able to quickly track down the accused. The accused has been previously convicted of a criminal offence prior to this and is currently on probation. Police would like to remind citizens that credit card theft and identity theft are on the rise and to take appropriate precautions.

Consumers:

1) Guard against releasing your personal information (name, address, family name, DOB, SIN, mother’s maiden name, employment history, salary) to unknown sources (telemarketers, promotions, contests, unsolicited e-mail)
2) Check your accounts frequently and report any irregularities to your financial institutions.
3) Check your status with the credit bureaux at least yearly.
4) Do not throw personal or account information in the trash in a readable form (consider getting a paper shredder).
5) Be aware of broken routines (e.g. mail not delivered; statements not arriving or inquires from companies regarding purchases you didn’t make).
6) Stay informed. Listen for public alerts regarding current scams.

Payment card users:

1. Use pay at the pump when possible (avoids possible skimming by attendant).
2. Don’t give out your PIN, and cover the PIN pad whenever using your payment card whether you feel secure or not.
3. Monitor accounts being alert to missed purchases or purchases you didn’t make.

Businesses:

1. Familiarize yourself with the equipment and technology used to record or complete consumer transactions, so you can recognize unauthorized equipment.
2. Monitor your information systems to detect unauthorized access or distribution (financial services companies have had employees steal databases for criminal purposes)
3. Know your staff and clients. Practice due diligence to confirm their information.
4. Randomly visit your employees while they are on duty alone, especially your new hires, to monitor their activity. This is not only a good loss prevention strategy it is also an excellent way to ensure your employees feel safe since you can use this opportunity to demonstrate an interest in their welfare.
5. Report your suspicions to your company superiors or your financial institution.

Drug Arrest

In response to complaints from the residents of Pelham Park Gardens Community Response Unit officers increased their presence in the area. During the early evening hours of January 27th a young male aged 17 was approached by CRU officers. The youth immediately ran and was pursued by the officers, while running the youth swallowed something prior to being caught. A search of the youth revealed a bag with several smaller baggies containing marijuana. Also found was some paper towels with marijuana wrapped inside. Officers later located a large piece of crack cocaine concealed in a sock. The youth was taken to a local hospital and checked out by a doctor and was found to be OK. He was then taken to the station, charged and held in custody pending a bail hearing.

OPERATION TARGET STREET

The Toronto Police Service is committed to ensuring the safe and orderly flow of traffic on city streets, as well as protecting the safety of all road users, including drivers, passengers, cyclists and pedestrians. With this in mind, and the fact that 66 people lost their lives on city streets in 2004, the Service will commence Operation Target Street on Monday 2005 February 14 and will conclude it in Sunday 2005 February 20.

This year’s edition of Operation Target Street will again see each division select its own target street. For 12 Division that is St. Clair Avenue from Scarlett Road to Caledonia Raod. Officers will focus their attention to those road users whose activities endanger the law-abiding users, particularly aggressive driving offences, prohibited turns and gridlock offences as well as No Stopping, No Standing, and No Parking restrictions.

NEWSWORTHY ITEMS JANUARY 17th – 23rd 2004

ARREST OF THE WEEK:

Fraud officers from 12 Division arrested a 36 year-old woman for defrauding victims of over $5000. It seems she advertised that she could obtain lines of credit in order to purchase houses or other property in spite of bad credit ratings. She would con the victims into paying her an application fee and then later advise them that while the line of credit had been approved they had to pay her a finder’s fee of 10% of the value of the loan, in advance, to secure the payment. Some unsuspecting victims paid her as much $15,000.

Police are looking for other victims to come forward. Officers are sure that she has been operating this scam for some time. If you have been a victim of this woman or know of anyone who has you are encouraged to contact the 12 Division Fraud Office at 416-808-1200 as soon as possible.

SPEED ENFORCEMENT STILL A PRIORITY: The Toronto Police Service has for the past year engaged in traffic initiatives of various types in order to promote safe driving on Toronto’s streets. In 12 Division with it’s many four-lane arteries used by commuters, speeding continues to be a problem for residents. Almost every day officers stop drivers exceeding the speed limit sometimes by as much as 30 kilometers per hour or more. Speeding enforcement continues to be a priority for 12 Division’s Traffic Response Unit and they will continue to enforce aggressively the speed limits in the area.

The next service wide traffic initiative known as ‘Operation Target Street’ is scheduled to take place next month. It will target aggressive drivers, speeding, other traffic violations and illegal parking. Uniformed officers from across the division will pay special attention to St. Clair Avenue West from Scarlett Road to Caledonia Road during this campaign.

RACIALLY MOTIVATED ASSAULT ARREST:

On Wednesday, January 19th a victim was attacked as he approached a neighbourhood variety store located on Northland Avenue. The accused asked the victim for a cigarette but when he was refused he struck the victim. The victim tried to run but fell and was attacked by the accused who started yelling racial slurs. The victim managed to run to his house but when he tried to unlock his door the accused kicked it open and entered the house. Inside the accused continued the assault and began damaging the victim’s belongings and home.

When other members of the household came to investigate the commotion, the accused ran off and the victim called police. While the police were on the scene, the accused returned threatening the victim and the police and yelling more racial slurs. Even during the arrest the accused continued to cause a disturbance. He was eventually subdued and held in custody pending a bail hearing.

COMMUNITY OUTREACH:

The Drumming Circle Program, started some three years ago by officers from 12 Division, the Division’s Community Police Liaison Committee, Arts for Children School and funded in part by Pro Action continues to be a highly successful youth program. Officers from the Community Response Unit are involved in the program’s regular meeting and scheduled events. Constable Mizzoni from the CRU is a regular contributor/participant and was responsible for securing Pro Action financial support. ARREST OF THE WEEK:

ROBBERY: Over the past few months a number of street robberies have occurred all involving a female suspect. The more recent ones have become increasingly violent with one victim slashed across the face with a knife during the last incident. Twelve Division MCU officers identified the suspect and arrested her on January 10th. When arrested the woman had a knife in her possession. She was held in custody pending a bail hearing.

We’ve heard your concerns over specific criminal activity in our neighbourhoods. Here are a few updates on the work we have done During the week of January 10 – 16, 2005:

Outstanding Warrants Executed: The accused in this case, was named in several arrest warrants issued by the courts for failing to appear, being unlawfully at large and failing to comply – probation. Twelve Division officers eventually located the male hiding out at his home where he was arrested. Several new charges were laid relating to his latest breach of bail conditions.

Break & Enter: Major Crime Unit officers working on a series of break & enters in the area of Weston Road and Lambton Avenue arrested a 19 year-old male and recovered some of the stolen property. At the time the offender was on probation for previous property offences.

FAIL TO COMPLY W/BAIL: Recently, the police were called to the area of Hillary Avenue regarding a report of a person with a knife. After investigating three youths it came to light that two of them were on bail conditions not to associate with one another.

Arrested: A Male Youth Who Cannot be Identified Due to Current Federal Legislation – Young Offenders Act.

Charges: Fail to Comply – Recognizance x 2

The outstanding charges the youth was already facing included: Break & Enter, Theft Over $5,000 x 2, Possession of Property Obtained by Crime x 3, Fail to Comply – Recognizance (bail) x 6, Carry Concealed Weapon x 2, Possession of a Prohibited Device or Ammunition, Theft Under $5,000 and Fail to Comply – Undertaking (bail).


COMMUNITY OUTREACH:

Our officers are very involved in our neighbourhoods. Here are some of the activities they participated in during the week of Jan. 10 - 16:

Community Response Unit (CRU) officers continue on into the new year with the highly successful Junior Blues Hockey program sponsored by ProAction. On the same note some of the same officers continue to act as player/coaches for the George Harvey Collegiate Black Hawks a CRU sponsored program to provide after school activity for troubled youth who attend the school.

12 Division’s highly successful Community Police Liaison Committee held it’s monthly meeting at the station with both Senior Officers and Supervisors in attendance. Lastly, Senior Officers from the Service and 12 Division along with front line personnel attended the Somali Canadian Community Club’s, Tsunami Disaster Relief Fundraiser held on Saturday evening at the York Civic Centre, 2700 Eglinton Ave. West. Over $500 was raised for the Tsunami victims.

NEWSWORTHY ITEMS JANUARY 3RD – 9TH 2004

ARREST OF THE WEEK:
Two uniformed officers (Minogue/Gomez) stopped to investigate two men in a vehicle located on Old Weston Road when one of the men attempted to flee on foot. The young man was caught a short distance away and arrested. When searched a large quantity of drugs was found. Upon returning to the car the second occupant was arrested at which time the officers observed a loaded 38-cal handgun partially concealed in the back seat. Both men were charged accordingly. One of the offenders is on bail for previous gun related offences.

MARIJUANA SEIZURE: On Wednesday, January 5th 2005 MCU officers from 12 Division were investigating complaints of drug sales in the area of Lambton Avenue and Guestville Avenue. Acting on information received from the community, officers approached a man who got their attention from previous observations. The man was arrested and found to be in possession of marijuana and cocaine that was packaged for sale. After his arrest a search warrant was executed on his home at 40 Lambton Avenue at which time another quantity of marijuana was found. A female located there at the time was also arrested and charged.

MARIJUANA SEIZURE: On Thursday, January 6th 2005 officers from the 12 Division Community Response Unit (CRU) helped Drug Squad officers execute a search warrant at an address located on Denison Road East. The officers located a marijuana grow house operation at this location containing 1188 plants and another 343 seedlings. They also found a quantity of dried marijuana stored in a freezer. Both men involved in the grow house operation were arrested and charged.

MAJOR THEFT ARREST: Officers from 12 Division investigated the theft of a truck load of lumber that occurred in Scarborough, after the Global Positioning Sensor (GPS) indicated the truck was located in 12 Divisoin. When officers arrived the truck, still loaded with thousands of dollars worth of lumber, was found in a lumber yard located on Weston Road. However the driver was no where to be found. A search of the yard revealed some previously stolen lumber. The owner of the lumber yard has been charged.


COMMUNITY OUTREACH:

Community Response Unit officers continue their outreach efforts to local troubled youth through a program initiated through ProAction. Officers from 12 Division and students from George Harvey Collegiate play hockey together once a week at a local arena. Ice time and equipment is donated through ProAction and the officers teach the students the game of hockey. To date the program has been quite successful in steering these troubled youths towards other interests by channeling their energy and enthusiasm into healthy and productive activities.
